The Standing Committee on Agriculture and Agri-Food met in a televised session at 8:47 a.m. this day, in Room 253-D, Centre Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Malcolm Allen, Alex Atamanenko, Ruth Ellen Brosseau, Randy Hoback, Pierre Lemieux, LaVar Payne, Francine Raynault, Blake Richards, Merv Tweed, Frank Valeriote and Bob Zimmer.

 

Acting Members present: Ben Lobb for Brian Storseth.

 

In attendance: Library of Parliament: Martha Butler, Analyst; Frédéric Forge, Analyst; Khamla Heminthavong, Analyst.

 

Witnesses: Canadian Association of Importers and Exporters: Keith Mussar, Vice-President, Regulatory Affairs. Canadian Cattlemen's Association: Dennis Laycraft, Executive Vice-President; Ryder Lee, Manager, Federal Provincial Relations. Canadian Federation of Agriculture: Christian Lacasse, Vice-President. Centre for Science in the Public Interest: Bill Jeffery, National Coordinator. Consumers' Association of Canada: Mel Fruitman, Vice-President. As an individual: Keith Warriner, University of Guelph.

 
Pursuant to the Order of Reference of Tuesday, October 23, 2012 and the motion adopted by the Committee on Thursday, October 25, 2012, the Committee resumed consideration of Bill S-11, An Act respecting food commodities, including their inspection, their safety, their labelling and advertising, their import, export and interprovincial trade, the establishment of standards for them, the registration or licensing of persons who perform certain activities related to them, the establishment of standards governing establishments where those activities are performed and the registration of establishments where those activities are performed.
 

Keith Mussar, Dennis Laycraft and Christian Lacasse made statements and answered questions.

 

Frank Valeriote moved, — That, in relation to its study of Bill S-11, Safe Food For Canadians Act, the Committee hold two (2) additional meetings.

 

Randy Hoback moved, — That, in relation to the motion introduced by Mr. Valeriote, the debate be adjourned and that the Committee resume its consideration during the scheduled Committee Business portion of today’s meeting.

 

At 9:44 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

 

Bill Jeffery, Mel Fruitman and Keith Warriner made statements and answered questions.

 

At 10:33 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to its study of Bill S-11, Safe Food for Canadians Act, the amendments to the Bill be submitted to the Clerk of the Committee in both official languages before noon on Monday, November 5, 2012, and that these amendments be distributed to members in both official languages before the end of the day on Monday, November 5, 2012; and that if the clause-by-clause consideration of the Bill has not been completed by 8:45 a.m. on Thursday, November 8, 2012, that the Chair put all and every question necessary to dispose of this stage of the Bill forthwith and successively, without further debate, and that the Chair be ordered to report the Bill back to the House on November 8, 2012.

 

At 10:52 a.m., the Committee adjourned to the call of the Chair.
