The Standing Committee on Agriculture and Agri-Food met in camera at 3:30 p.m. this day, in Room 268, La Promenade Building, the Chair, Larry Miller, presiding.

 

Members of the Committee present: Malcolm Allen, Randy Hoback, Pierre Lemieux, Ben Lobb, Larry Miller, LaVar Payne, Francine Raynault, Jean Rousseau, Brian Storseth, Frank Valeriote and Bob Zimmer.

 

Acting Members present: Andrew Cash for Alex Atamanenko.

 

In attendance: House of Commons: Mariane Beaudin, Procedural Clerk. Library of Parliament: Frédéric Forge, Analyst; Khamla Heminthavong, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

 

Your Subcommittee met on Tuesday, September 27, 2011, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Library of Parliament analysts prepare a summary of the evidence and documentation received by the Committee during the third Session of the 40th Parliament in relation to the study on the biotechnology industry and that this summary be distributed to Committee members.

2. That the Committee commence a study of the new agriculture policy framework, Growing Forward 2, which should include a section on the biotechnology industry.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

It was agreed, — That the Committee proceed to sit in public.

 

At 4:34 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed in public.

 

Brian Storseth moved, — That the routine motion adopted on June 21, 2011 by the Committee regarding the reimbursement of witnesses, be rescinded and replaced with the following motion: “That, if requested, reasonable travel, accommodation and living expenses be reimbursed to witnesses, for one (1) representative per organization; and that, in exceptional circumstances, payment for more representatives be made at the discretion of the Chair”.

Debate arose thereon.

 

It was agreed, — That the motion be referred to the Subcommittee on Agenda and Procedure.

 

At 5:01 p.m., the Committee adjourned to the call of the Chair.
