Presenting Reports from Committees

Ms. Mathyssen (London—Fanshawe), from the Standing Committee on the Status of Women, presented the Sixth Report of the Committee, "Building the Pipeline: Increasing the Participation of Women in Non-Traditional Occupations". — Sessional Paper No. 8510-403-150.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 4 to 11, 27, 31, 35 and 39) was tabled.


Mrs. Smith (Kildonan—St. Paul), from the Standing Committee on Health, presented the Tenth Report of the Committee, "An Examination of the Potential Health Impacts of Radiofrequency Electromagnetic Radiation". — Sessional Paper No. 8510-403-151.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 12, 13, 34 and 38) was tabled.

Questions on the Order Paper

Pursuant to Standing Order 39(7), Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the returns to the following questions made into Orders for Return:

Q-462 — Ms. Sgro (York West) — With regard to Human Resources and Skills Development Canada (HRSDC): (a) what is the current total number of full- and part-time staff at the Department; and (b) what are the projected number of full- and part-time employees at HRSDC for fiscal years 2010-2011 and 2011-2012? — Sessional Paper No. 8555-403-462.

Q-485 — Mr. Silva (Davenport) — With regard to the government’s aid funding for Pakistan in 2006, 2007, 2008, 2009 and 2010, and for every project funded, what is: (a) the name of the project; (b) the location of the project within the country of destination; (c) the amount of funding received by the project broken down as (i) grant or contribution, (ii) interest-free loan, (iii) repayable loan, (iv) non-repayable loan; and (d) the department where the funding originated? — Sessional Paper No. 8555-403-485.
Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Cullen (Skeena—Bulkley Valley), seconded by Ms. Crowder (Nanaimo—Cowichan), moved, — That, in the opinion of the House, the government should immediately propose legislation to ban bulk oil tanker traffic in the Dixon Entrance, Hecate Strait and Queen Charlotte Sound as a way to protect the West Coast's unique and diverse ocean ecosystem, to preserve the marine resources which sustain the community and regional economies of British Columbia, and to honour the extensive First Nations rights and title in the area.

Debate arose thereon.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, all questions necessary to dispose of the third reading stage of Bill C-47, A second Act to implement certain provisions of the budget tabled in Parliament on March 4, 2010 and other measures, be deemed put and a recorded division deemed requested and deferred to Tuesday, December 7, 2010, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Mr. Cullen (Skeena—Bulkley Valley), seconded by Ms. Crowder (Nanaimo—Cowichan), in relation to the Business of Supply.

Motions

By unanimous consent, it was ordered, — That, for the calendar year 2011 in the present Parliament, Standing Order 81(10)(a) be amended as follows:

“81.(10)(a) In 2011, seven sitting days shall be allotted to the Business of Supply in the period ending not later than March 26; eight additional days shall be allotted to the Business of Supply in the period ending not later than June 23; and seven additional days shall be allotted to the Business of Supply for the period ending not later than December 10; provided that the number of sitting days so allotted may be altered pursuant to paragraph (b) or (c) of this section. These twenty-two days are to be designated as allotted days. In 2011, no more than one fifth of all the allotted days shall fall on a Wednesday and no more than one fifth thereof shall fall on a Friday. For the period ending not later than March 26, commencing on the first sitting day of this supply period, no less than two and no more than three allotted days shall be designated in each ten sitting day period of the said supply period and for the periods ending not later than June 23 and December 10, commencing on the first sitting day of these supply periods, no less than one and no more than two allotted days shall be designated in each ten sitting day period of the said supply period, except pursuant to paragraph (c) or section (11) of this Standing Order.”.

By unanimous consent, it was ordered, — That, at the conclusion of today's debate on the opposition motion in the name of the Member for Skeena—Bulkley Valley, all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred to Tuesday, December 7, 2010, at the expiry of the time provided for Government Orders.

Pursuant to Standing Order 98(2), Mrs. Block (Saskatoon—Rosetown—Biggar), seconded by Mr. Bezan (Selkirk—Interlake), moved, — That the Bill be now read a third time and do pass.
