The Standing Committee on Transport, Infrastructure and Communities met at 3:31 p.m. this day, in Room 308, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Hon. Gerry Byrne, Sukh Dhaliwal, Roger Gaudet, Michel Guimond, Brian Jean, Colin Mayes, Hon. John McCallum, Brad Trost, Merv Tweed and Jeff Watson.

 

Acting Members present: Mike Allen for Brad Trost and Hon. Marlene Jennings for Hon. Gerry Byrne.

 

In attendance: Library of Parliament: John Christopher, Analyst.

 

Witnesses: Department of Transport: Martin J. Eley, Director General, Civil Aviation; Brigita Gravitis-Beck, Director General, Air Policy; John Thachet, Legal Counsel, Legal Services.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the sevent Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That the following extra meetings be confirmed:

– Wednesday, December 1, 2010 from 3:30 p.m. to 4:30 p.m. for a briefing from Transport Canada on the consequences of noise caused by airport operations in urban areas and on issues related to the Air Canada Public Participation Act (ACPPA);

– Monday, December 6, 2010, from 3:30 p.m. to 4:30 p.m. for the Minister on the Supplementary Estimates (B) 2010-2011; and

– Tuesday, December 7, 2010, from 7:00 p.m. to 9:00 p.m. with NAV CANADA on the study of airport noise and Air Canada on the study of issues related to the Air Canada Public Participation Act (ACPPA).

2. That clause-by-clause study of Bill C-42, An Act to amend the Aeronautics Act, be scheduled for Thursday, December 2, 2010, Tuesday, December 7, 2010 and Thursday, December 9, 2010, if necessary, and that amendments be submitted to the Clerk by 12:00 p.m. on Wednesday, December 1, 2010.

3. That the time of meeting on Thursday, December 2, 2010 be changed to 12:00 p.m. to 1:30 p.m.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

The Committee proceeded to sit in public.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the consequences of noise caused by airport operations in urban areas.
 

Martin J. Eley made a statement.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on issues related to the Air Canada Public Participation Act (ACPPA).
 

Brigita Gravitis-Beck made a statement.

 

At 4:02 p.m., pursuant to Standing Order 115(5), the Committee adjourned to the call of the Chair.
