The Standing Committee on Public Safety and National Security met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Don Davies, Luc Desnoyers, Mark Holland, Andrew Kania, Dave MacKenzie and Phil McColeman.

 

Acting Members present: André Bellavance for Maria Mourani, Hon. Wayne Easter for Borys Wrzesnewskyj, Peter Goldring for Rick Norlock, Candice Hoeppner for Brent Rathgeber and Deepak Obhrai for Shelly Glover.

 

Other Members present: Alex Atamanenko.

 

In attendance: Library of Parliament: Lyne Casavant; Tanya Dupuis.

 

Witnesses: As individuals: Dianne Dowling, National Farmers Union, Local 316; John Leeman; Bill Flanagan, Faculty of Law, Queen's University; Pauline Lally; Bridget Doherty; Larry McDermott, Federation of Canadian Municipalities. Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study of prison farm closures and food provisionment.
 

The witnesses made statements and answered questions.

 

Mark Holland moved, — That the Committee consider future business from 5:15 p.m. to 5:30 p.m. at its next meeting.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

Andrew Kania gave notice of the following motion:

A) That the Committee calls upon the Minister of Public Safety to table forthwith the Strategic Review document referred to by Correctional Service Canada officials on Thursday, March 25, 2010, during their testimony before the Committee; and,

B) That the Committee calls upon the Minister of Public Safety to refrain from taking any steps to sell, dismantle or reduce operations at any of Canada's prison farms in any way, until independent experts have had an opportunity to fully review the value of the farm program and fully report in writing, to both the Minister of Public Safety, the House of Commons Public Safety and National Security Committee, and that it be reported to the House of Commons.

 

At 5:37 p.m., the Committee adjourned to the call of the Chair.
