The Standing Committee on Public Safety and National Security met in a televised session at 11:15 a.m. this day, in Room 237-C, Centre Block, the acting chair, Phil McColeman, presiding.

 

Members of the Committee present: Shelly Glover, Mark Holland, Andrew Kania, Phil McColeman and Brent Rathgeber.

 

Acting Members present: Sylvie Boucher for Garry Breitkreuz, Nina Grewal for Rick Norlock, Michel Guimond for Maria Mourani, Brian Jean for Dave MacKenzie, Luc Malo for Luc Desnoyers, Glenn Thibeault for Don Davies and Hon. Joseph Volpe for Borys Wrzesnewskyj.

 

In attendance: House of Commons: Marie-France Renaud, Procedural Clerk. Library of Parliament: Nancy Holmes, Analyst.

 
Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four (4) members of the Committee to undertake a study to consider the threat to Canadians created by the reported failure to confirm the identities of passengers traveling by air.
 

A point of order was raised regarding the mandate of the Committee to undertake a study to consider the threat to Canadians created by the reported failure to confirm the identities of passengers travelling by air.

 

At 11:22 a.m., the sitting was suspended.

At 11:25 a.m., the sitting resumed.

 

The Chair ruled that the study is within the mandate of the Committee.

Whereupon, Andrew Kania appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was overturned on a show of hands: YEAS 5; NAYS: 6.

 

Mark Holland moved, — That the Committee proceed to another item of business.

 

At 11:37 a.m., the sitting was suspended.

At 11:42 a.m., the sitting resumed.

 

Mark Holland took the Chair.

 

At 11:44 a.m., the Committee adjourned to the call of the Chair.
