The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:08 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Johanne Deschamps, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

Other Members present: David Anderson, Garry Breitkreuz and Terence Young.

 

In attendance: Library of Parliament: Melissa Radford, Analyst; Erin Shaw, Analyst. House of Commons: Julie Lalande Prud'homme, Committee Clerk.

 

Witnesses: As an individual: Witness-Témoin 1.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Thursday, February 3, 2011, the Subcommittee commenced its study of human rights in Pakistan.
 

At 1:13 p.m., the sitting was suspended.

At 1:14 p.m., the sitting resumed.

 

The witness made a statement and answered questions.

 

At 2:03 p.m., the sitting was suspended.

At 2:03 p.m., the sitting resumed in public.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

On motion of David Sweet, it was agreed, — That the Subcommittee recommend to the Government of Canada;

1. That the rights of minorities should be included within all bilateral discussions with Pakistan;

2. That the protection of minorities and the advancement of human rights in Pakistan should be linked to the qualification for developmental assistance and foreign aid and;

3. That in the strongest terms, courage the Government of Pakistan to take immediate and appropriate action against those who would harm and/or threaten defenders of religious freedom and human rights.

 

At 2:04 p.m., the Subcommittee adjourned to the call of the Chair.
