The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:11 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Johanne Deschamps, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

In attendance: Library of Parliament: Melissa Radford, Analyst. House of Commons: Andrew Bartholomew Chaplin, Procedural Clerk.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Chair of the Subcommittee on International Human Rights present the letter regarding the Subcommittee’s desire to become a Special Committee to the House Leaders by Friday, November 19, 2010 and to ask that a response be duly submitted to the Subcommittee members in a timely manner.

 

It was agreed, — That, in the opinion of this Subcommittee, the Government of Canada should:

(1) condemn the murder and mutilation of Tanzanian adults and children with albinism for their body parts;

(2) express the support of the citizens of Canada for people with albinism in Tanzania who have been the victims of such attacks;

(3) recognize that the murder and mutilation of people because of this genetic condition constitutes what UN Secretary General Ban Ki-moon has called “a unacceptable violation of human rights”;

(4) urge the Government of Tanzania to prosecute actively and aggressively and convict all perpetrators of these crimes against humanity;

(5) call on the Government of Tanzania to take immediate action to prevent further violence against persons with albinism and to bring to swift justice those who have engaged in such practices;

(6) notify officially the Government of Tanzania of this;

and that the Subcommittee on International Human Rights communicate the substance of this motion to the House Leaders of the House of Commons for their consideration.

 

It was agreed, — That the motion above be sent to the witness who appeared on Tuesday, October 26, 2010 and to the High Commissioner of Canada in Tanzania.

 

It was agreed, — That the Subcommittee hear more witnesses on the study of the treatment of sexual minorities in Uganda and especially officials from Citizenship and Immigration Canada to comment on the issue of immigration and refugee protection.

 

At 2:00 p.m., the Subcommittee adjourned to the call of the Chair.
