The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in a televised session at 1:06 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Johanne Deschamps, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

Acting Members present: Hon. Larry Bagnell for Hon. Irwin Cotler.

 

In attendance: Library of Parliament: Melissa Radford, Analyst. House of Commons: Andrew Bartholomew Chaplin, Procedural Clerk.

 

Witnesses: Hermitage Capital Management: William Browder, Founder and Chief Executive Officer.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Subcommittee on Thursday, October 21, 2010, the Subcommittee commenced its study of the situation of Sergei Magnitsky.
 

The witness, by videoconference from New York, New York, made a statement and answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

On motion of Mario Silva, it was agreed, — That the Subcommittee proceed to sit in camera.

 

At 1:59 p.m., the sitting was suspended.

At 2:00 p.m., the sitting resumed in camera.

 

It was agreed, — That in relation to the study of human rights in Asia, the proposed budget in the amount of $ 15,725 be adopted and that the Chair present the said budget to the Standing Committee on Foreign Affairs and International Development.

 

It was agreed, — That in relation to the study of human rights in Africa, the proposed budget in the amount of $ 21,100 be adopted and that the Chair present the said budget to the Standing Committee on Foreign Affairs and International Development.

 

It was agreed, — That in relation to the study of human rights in Eastern Europe, the proposed budget in the amount of $ 15,725 be adopted and that the Chair present the said budget to the Standing Committee on Foreign Affairs and International Development.

 

It was agreed, — That the meeting of Tuesday, November 16, 2010, be dedicated to Committee Business.

 

It was agreed, — That the officials from the Department of Foreign Affairs and International Trade be invited to brief the Subcommittee on the study of sexual assault on women and children during peacekeeping operations, in fragile States and in situations of conflict.

 

It was agreed, — That the Chair, in consultation with the Clerk and the Analyst, prepare a resolution regarding the testimony heard on Thursday, October 28, 2010, and that he present it to the members of the Subcommittee on Tuesday, November 16, 2010.

 

It was agreed, — That the Chair, in consultation with the Clerk and the Analyst, prepare a resolution in link with the case of Sergei Magnitsky based on the witness testimony and the documentation he provided.

 

It was agreed, — That the witnesses called on Thursday, November 4, 2010, as part of the study on the treatment of sexual minorities in Uganda be heard anonymously.

 

At 2:12 p.m., the Subcommittee adjourned to the call of the Chair.
