The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 12:06 p.m. this day, in Room 253-D, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Jean Dorion, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

Other Members present: Pierre Lemieux and Massimo Pacetti.

 

In attendance: Library of Parliament: Christine Kostiuk; Melissa Radford.

 

Witnesses: Venezuelan Program for Education - Action in Human Rights: Ligia Bolivar Osuna.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Tuesday, March 23, 2010, the Subcommittee resumed its study of Universal Periodic Review.
 

The Subcommittee resumed consideration of a draft report.

 

At 12:48 p.m., the sitting was suspended.

At 12:48 p.m., the sitting resumed in public.

 

Jean Dorion moved, — That the Subcommittee on International Human Rights request that the government renew its candidacy for the UN Human Rights Council and show its support for the Council; That the Subcommittee also request that the Government of Canada take advantage of the review of the work and functioning of the Human Rights Council to help strengthen the effectiveness and credibility of the Universal Periodic Review by suggesting:

• That more time be devoted to the review than the current three hours;

• That NGOs and national human rights institutions (NHRIs) be given a broader role in interactive dialogue; and

• That independent experts be heard from. Further, that the Subcommittee report this motion to the Standing Committee on Foreign Affairs and International Development to be reported to the House.

Debate arose thereon.

 

Mario Silva moved, — That the motion be amended by replacing the words “and show its support for the Council” with the words “and show its support for reforming and strengthening the Council”.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That the debate be now adjourned.
