The Standing Committee on Procedure and House Affairs met at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Steven Blaney, Claude DeBellefeuille, Judy Foote, Mario Laframboise, Tom Lukiwski, Joe Preston, Marcel Proulx, Yasmin Ratansi, Scott Reid and Terence Young.

 

Acting Members present: Leon Benoit for Harold Albrecht, David Christopherson for Yvon Godin and Phil McColeman for Tom Lukiwski.

 

In attendance: Library of Parliament: Nicolas Auclair, Analyst; Andre Barnes, Analyst; Sebastian Spano, Analyst.

 

Witnesses: As an individual: Russell Ullyatt. Elections Canada: Michèle René de Cotret, General Counsel and Director, Electoral Affairs Directorate, Legal Services; Jeff Merrett, Assistant Director, Political Financing, Systems and Program Administration.

 
Pursuant to the Order of Reference of November29, 2010, the Committee resumed consideration of the question of privilege relating to the premature disclosure on November 18, 2010, of the confidential draft report on the prebudget consultations of the Standing Committee on Finance by an employee of the member for Saskatoon—Rosetown—Biggar.
 

Russell Ullyatt, duly sworn in, made a statement and answered questions.

 

At 11:55 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee Thursday, September 30, 2010, the Committee resumed consideration of the report of the Chief Electoral Officer of Canada entitled "Responding to Changing Needs - Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election", referred to the Committee on Wednesday, June 9, 2010.
 

Michèle René de Cotret and Jeff Merrett answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
