INFORMATION PROVIDED TO PARLIAMENT ON CHANGES TO HUMAN RESOURCE MANAGEMENT IS INCOMPLETE AND LATE

Ottawa, February 02, 2011 -

The Treasury Board of Canada Secretariat needs to take more steps to ensure that it provides Parliament with timely and complete information on whether changes to human resource management are having their intended results, according to a report of the Standing Committee on Public Accounts presented to the House of Commons today.

In April 2010, the Office of the Auditor General (OAG) released an audit on modernizing human resource management. The OAG examined whether selected departments and agencies had implemented the requirements of the Public Service Modernization Act, which was introduced in 2003. The OAG found that while key requirements had been implemented, reports on human resource management were tabled in Parliament two years after the year they covered. The reports also did not indicate whether the results intended by the legislation were achieved.

It was not clear from the Treasury Board of Canada Secretariat’s response to OAG’s recommendations, testimony by officials before the Committee, or its action plan, what specific steps the Secretariat intends to take address the OAG’s recommendations.

The Committee recommends that the Secretariat set a timeline for the tabling of its reports on human resource management, and ensure that it has a complete set of performance indicators to track and report on the results of changes to human resource management.
