The Standing Committee on Government Operations and Estimates met at 3:30 p.m. this day, in Room 371, West Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Diane Bourgeois, Patrick Brown, Siobhan Coady, Jacques Gourde, Martha Hall Findlay, Ed Holder, Pat Martin, Richard Nadeau, Yasmin Ratansi and Chris Warkentin.

 

Acting Members present: Russ Hiebert for Rod Bruinooge.

 

In attendance: Library of Parliament: Philippe LeGoff, Analyst; Édison Roy-César, Analyst.

 

Witnesses: Professional Institute of the Public Service of Canada: Walter Belyea, Acting Manager, Policy and National Representational Services; Gary Corbett, President. Canadian Association of Professional Employees: Claude Danik, Executive Director; Claude Poirier, President. Public Service Alliance of Canada: John Gordon, National President, Executive Office; Howie West, Work Re-Organization Officer, National Programs Section. Association of Canadian Financial Officers: Milt Isaacs, President.

 

It was agreed, — That the Committee proceed to Committee business.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Martha Hall Findlay moved, — That the Committee undertake a study of renewable energy project funding by the government, and associated lobbying and advising activities associated with such funding; that the witnesses the Committee calls before it shall include, but not be limited to: Hon. Christian Paradis, Minister of Natural Resources, Hon. Lisa Raitt, Minister of Labour, Patrick Glémaud, Green Power Generation Corp., Rahim Jaffer, Green Power Generation Corp., Nazim Gillani, International Strategic Investments, Michael Mihelic, International Strategic Investments, Hon. Helena Guergis, Member of Parliament for Simcoe-Grey; and that the Committee present a report to the House on its findings and recommendations.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 0.

 

Martha Hall Findlay moved, — That, in the course of its study on funding renewable energy projects, the Committee invite Rahim Jaffer and Patrick Glémaud to appear at its meeting of Wednesday, April 21, 2010, from 3:30 p.m. to 5:30 p.m., that the Committee invite Nazim Gillani and Mike Mihelic to appear at its meeting of Wednesday, April 28, 2010, from 3:30 p.m. to 5:30 p.m., and that, if any of the aforementioned people decline, the Committee order them to appear, pursuant to Standing Order 108(1)(a), at the time specified in the invitation.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 0.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010 the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 

John Gordon, Gary Corbett, Claude Poirier and Milt Isaacs made statements and, with the other witnesses, answered questions.

 

At 5:16 p.m., the Committee adjourned to the call of the Chair.
