The Standing Committee on Government Operations and Estimates met in a televised session at 11:04 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Ron Cannan, Jacques Gourde, Ed Holder, Pat Martin, Hon. John McKay, Hon. Geoff Regan, Robert Vincent and Chris Warkentin.

 

Acting Members present: Kirsty Duncan for Siobhan Coady.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Gina Rallis, Assistant Deputy Minister, Human Resources Services; Ian Shugart, Deputy Minister; Alfred Tsang, Chief Financial Officer. Service Canada: Carolina Giliberti, Senior Assistant Deputy Minister, Service Management Branch and Chief Learning Officer. Confédération des syndicats nationaux (CSN): Pierre Mallette, National President, Union of Canadian Correctional Officers; Lyle Stewart, Union Advisor; Éric Lévesque, Coordinator.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Pursuant to the Order of Thursday, February 10, 2011, the Committee resumed consideration of the motion moved by Siobhan Coady on Thursday, February 10, 2011, which read as follows:

“That the Committee undertake a study of expenditures on advertising by the government, and that it report its recommendations and conclusions to the House”.

 

It was agreed, — That debate be adjourned once again until the end of this meeting, provided that the Chair allow a maximum of ten minutes for debate and put to a vote successively any questions necessary to dispose of the motion at the end of the period of debate.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010, the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 

Ian Shugart made a statement and, with the other witnesses, answered questions.

 

At 12:08 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed.

 

Pierre Mallette made a statement and, with the other witnesses, answered questions.

 

At 12:43 p.m., the sitting was suspended.

 

At 12:45 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee undertake a study on expenditures on advertising by the government, and that it report its recommendations and conclusions to the House.

 

It was agreed, — That the Committee invite Pierre Mallette to appear during the first hour of its meeting on Thursday, February 17, 2011, with regard to the freeze on departmental budget envelopes and government operations, as well as the Minister of the Department of Public Works and Government Services during the second hour regarding the study of management of the Department of Public Works and Government Services in awarding of contracts for the renovation of the parliamentary buildings.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
