The Standing Committee on Government Operations and Estimates met in a televised session at 8:45 a.m. this day, in Room 253-D, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Jacques Gourde, Pat Martin, Hon. John McKay, Hon. Geoff Regan and Chris Warkentin.

 

Acting Members present: Hon. Denis Coderre for Siobhan Coady, Earl Dreeshen for Ed Holder, Richard M. Harris for Blaine Calkins and Marc Lemay for Robert Vincent.

 

Associate Members present: Terence Young.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst; Philippe LeGoff, Analyst.

 

Witnesses: As an individual: Gilles Prud'Homme.

 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (B) 2010-2011: Vote 1b under PRIVY COUNCIL, Votes 1b and 5b under PUBLIC WORKS AND GOVERNMENT SERVICES and Votes 1b and 15b under TREASURY BOARD referred to the Committee on Thursday, November 4, 2010.
 

Geoff Regan moved, — That this Committee deplore the failure of the government departments to provide basic, necessary information to the Parliamentary Budget Officer needed to assess the government's plan to have a freeze on spending, and the impacts on departments, and the means by which it is going to carry out the reductions.

 

After debate, by unanimous consent, the motion was withdrawn.

 

By unanimous consent, the Chair called Vote 1b under PRIVY COUNCIL, Votes 1b and 5b under PUBLIC WORKS AND GOVERNMENT SERVICES and Votes 1b and 15b under TREASURY BOARD.

 

Vote 1b under PRIVY COUNCIL, Votes 1b and 5b under PUBLIC WORKS AND GOVERNMENT SERVICES and Votes 1b and 15b under TREASURY BOARD carried on division.

 

ORDERED, — That the Chair report Vote 1b under PRIVY COUNCIL, Votes 1b and 5b under PUBLIC WORKS AND GOVERNMENT SERVICES and Votes 1b and 15b under TREASURY BOARD to the House.

Pursuant to Standing Order 108(3)(c)(i) and the motion adopted by the Committee on Tuesday, October 19, 2010, the Committee resumed its study of the management of the Department of Public Works and Government Services in awarding of contracts for the renovation of parliamentary buildings.
 

It was agreed, — That the Committee continue to hear from Gilles Prud'Homme for the appearances of the acting procurement ombudsman be posponed to a date to be determined.

 

On motion of Denis Coderre, ORDERED, — That the evidence to be given by Gilles Prud'Homme in relation to the management of the Department of Public Works and Government Services in awarding of contracts for the renovation of parliamentary buildings be taken under oath or by solemn affirmation.

 

Gilles Prud'Homme was called, duly sworn in and examined.

 

At 10:39 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the fourth report from the Subcommittee on Agenda and Procedure which read as follows:

1.That the Committee, for its meeting of Thursday, December 9, 2010, on the effectiveness, management and operation of the expenses incurred for the G8/G20 Summits, invite not only the Minister of Foreign Affairs and the Department of Industry to appear as planned, but also the Minister of Transport, Infrastructure and Communities, as well as the Minister of Public Safety.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

At 10:54 a.m., the Committee adjourned to the call of the Chair.
