The Standing Committee on Government Operations and Estimates met in a televised session at 8:31 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Blaine Calkins, Siobhan Coady, Jacques Gourde, Ed Holder, Pat Martin, Hon. John McKay, Hon. Geoff Regan and Chris Warkentin.

 

Acting Members present: Bernard Bigras for Robert Vincent, Hon. Denis Coderre for Siobhan Coady and Marc Lemay for Robert Vincent.

 

In attendance: Library of Parliament: Philippe LeGoff, Analyst; Édison Roy-César, Analyst.

 

Appearing: Hon. Christian Paradis, Minister of Natural Resources.

 
Pursuant to Standing Order 108(3)(c)(i) and the motion adopted by the Committee on Tuesday, October 19, 2010, the Committee resumed its study of the management of the Department of Public Works and Government Services in awarding of contracts for the renovation of parliamentary buildings.
 

The minister made a statement and answered questions.

 

At 9:31 a.m., the sitting was suspended.

 

At 9:34 a.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 10:15 a.m., the sitting was suspended.

 

At 10:15 a.m., the Committee resumed sitting in public.

 

Siobhan Coady moved, — That, pursuant to Standing Order 108(a) the Committee order the Ontario Provincial Police (OPP) to provide it with a copy of the report detailing the final breakdown of costs incurred by the OPP that it is providing to Public Safety Canada, and that this report be provided to the Committee at the same time that it is provided to Public Safety Canada on Wednesday, December 1, 2010.

 

After debate, the question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

Geoff Regan moved, — That the Department of Public Works and Government Services provide the Committee with the Arcop Group analysis that describes the Department’s concerns about the LM Sauvé bid for the parliamentary buildings renovation contract.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 0.

 

At 10:28 a.m., the sitting was suspended.

At 10:28 a.m., the sitting resumed.

 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That for its meeting of Tuesday, November 30, 2010, on the management of the Department of Public Works and Government Services in awarding contracts for the renovation of parliamentary buildings, the Committee invite the Minister of Natural Resources, the Hon. Christian Paradis, to appear during the first hour of the meeting; and that it invite Gilles Prud’homme and Bernard Côté during the second hour, with the provision that should it be impossible to schedule these latter two witnesses, the Committee shall instead deliberate on a draft report on the freeze on budget envelopes and government operations;

2. That for its meeting of Thursday, December 2, 2010, on the Supplementary Estimates (B) for fiscal 2010-2011 and on the freeze on budget envelopes and government operations, the Committee invite the Parliamentary Budget Officer and his officials to appear during the first hour of the meeting, and the President of Treasury Board and his officials during the second hour;

3. That for its meeting of Tuesday, December 7, 2010, on the management of the Department of Public Works and Government Services in awarding contracts for the renovation of parliamentary buildings, the Committee invite the Deputy Procurement Ombudsman, Oriana Trombetti, and her officials, as well as Stephen Hollander of the British Columbia Institute of Technology;

4. That the invitations to the Minister of Foreign Affairs and the Minister of Industry to appear as part of the study on the effectiveness, management and operations of the expenses incurred for the G8/G20 Summits, be pushed back to the meeting of Thursday, December 9, 2010.

 

It was agreed, — That the draft report be amended, by substituing paragraph three with the following:

3. That, for its meeting of Tuesday, December 7, 2010, pertaining to the awarding of contracts by the Department of Public Works and Government Services for the renovation of parliamentary buildings, the Committee invite for the first hour of the meeting Gilles Prud’homme and Bernard Côté, and for the second hour of the meeting, the Deputy Procurement Ombudsman, Oriana Trombetti, and her officials, as well as Stephen Hollander, from the British Columbia Institute of Technology.

 

It was agreed, — That the report of the Subcommittee, as amended, be concurred in.

The report read as follow:

1. That for its meeting of Tuesday, November 30, 2010, on the management of the Department of Public Works and Government Services in awarding contracts for the renovation of parliamentary buildings, the Committee invite the Minister of Natural Resources, the Hon. Christian Paradis, to appear during the first hour of the meeting; and that it invite Gilles Prud’homme and Bernard Côté during the second hour, with the proviso that should it be impossible to schedule these latter two witnesses, the Committee shall instead deliberate on a draft report on the freeze on budget envelopes and government operations;

2.
