The Standing Committee on Government Operations and Estimates met in a televised session at 3:29 p.m. this day, in Room 237-C, Centre Block, the Chair, Yasmin Ratansi, presiding.


Members of the Committee present: Patrick Brown, Rod Bruinooge, Siobhan Coady, Jacques Gourde, Martha Hall Findlay, Ed Holder, Richard Nadeau, Yasmin Ratansi and Chris Warkentin.


Acting Members present: Malcolm Allen for Pat Martin, Alexandra Mendes for Martha Hall Findlay and Daniel Paillé for Diane Bourgeois.


In attendance: Library of Parliament: Philippe LeGoff, Analyst; Édison Roy-César, Analyst.


Witnesses: Department of Public Works and Government Services: Andrew Treusch, Associate Deputy Minister; Alex Lakroni, Chief Financial Officer, Finance Branch; Diane Lorenzato, Assistant Deputy Minister, Human Resources Branch; Caroline Weber, Assistant Deputy Minister, Corporate Services, Policy and Communications Branch. Office of the Information Commissioner of Canada: Suzanne Legault, Interim Information Commissioner; Layla Michaud, Interim Assistant Information Commissioner.

Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010 the Committee resumed its study of the freeze on departmental budget envelopes and government operations.

Andrew Treusch made a statement and, with the other witnesses, answered questions.


At 4:15 p.m., the sitting was suspended.

At 4:18 p.m., the sitting resumed.


Suzanne Legault made a statement and, with the other witness, answered questions.


At 5:03 p.m., the sitting was suspended.


At 5:05 p.m., the Committee resumed sitting in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That Helena Guergis be given access to the documents received by the Committee relating to its study on renewable energy projects funded by the government, with the exception of those of Nazim Gillani that have not yet been distributed to members, provided that the documents be examined in the Clerk’s office and that no copies, electronic or paper, be authorized.


At 5:33 p.m., the Committee adjourned to the call of the Chair.
