The Standing Committee on Government Operations and Estimates met in camera at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Yasmin Ratansi, presiding.


Members of the Committee present: Diane Bourgeois, Patrick Brown, Rod Bruinooge, Jacques Gourde, Martha Hall Findlay, Ed Holder, Pat Martin, Richard Nadeau, Yasmin Ratansi and Chris Warkentin.


Acting Members present: Kirsty Duncan for Siobhan Coady, Roger Gaudet for Richard Nadeau and Alexandra Mendes for Martha Hall Findlay.


In attendance: Library of Parliament: Philippe LeGoff; Édison Roy-César.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee, for its meeting of Wednesday, March 17 or Monday, March 22, 2010, on the 2009-2010 Supplementary Estimates (C) invite to appear the President of the Treasury Board, the Hon. Stockwell Day.


It was agreed, — That the Committee study the freeze on departmental budget envelopes and government operations; that it meet on Wednesday, March 17 or on Monday, March 22, 2010 to review a draft work plan on this study; and that the meetings of Monday, March 29, Monday, April 12, Wednesday, April 14, and Monday, April 19, 2010 be dedicated to hearings on this matter.


It was agreed, — That the meetings of Wednesday, March 24 and Wednesday, March 31, be dedicated to the study of the draft report on the implementation of the Economic Action Plan.


It was agreed, — That the study on the 2010-2011 Main Estimates be postponed to May 2010, on dates to be determined.


It was agreed, — That the Committee, for its meeting on Wednesday, April 21, on federal office building maintenance contracts, invite to appear for the first hour representatives of the Department of Public Works and Government Services and SNC-Lavalin, and for the second hour André Beaulieu, a building consultant for CABA Inc.


It was agreed, — That the department of Infrastructure Canada provide the Committee with (i) all of the information regarding jobs created in the province of Ontario under the Infrastructure Stimulus Fund that the department is entitled to collect as of the date hereof, and continue to provide such information within three days of the delivery of such information by the provincial government of Ontario, or (ii) a copy of the legal opinion referred to by Yaprak Baltacioglu, Deputy Minister of Infrastructure Canada, at the meetings on December 3 and 8, 2009, with respect to why the government is unable to request such information from the province of Ontario.


At 5:28 p.m., the Committee adjourned to the call of the Chair.
