The Standing Committee on Government Operations and Estimates met in camera at 3:30 p.m. this day, in Room 237-C, Centre Block, the Vice-Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Patrick Brown, Rod Bruinooge, Siobhan Coady, Jacques Gourde, Ed Holder, Pat Martin, Richard Nadeau and Chris Warkentin.

 

Acting Members present: Serge Cardin for Diane Bourgeois, Alexandra Mendes for Martha Hall Findlay and Paul Szabo for Yasmin Ratansi.

 

In attendance: Library of Parliament: Philippe LeGoff, Analyst; Édison Roy-César, Analyst.

 

It was agreed, — That the Committee proceed to sit in public.

 

At 3:35 p.m., the Committee proceeded to sit in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Hon. Christian Paradis, Minister of Natural Resources, and the Hon. Lisa Raitt, Minister of Labour, be invited to appear before the Committee at its meeting of Wednesday, May 5, 2010, concerning renewable energy projects funded by the government; that, should they decline, Brian Jean, MP for Fort McMurray–Athabasca, and Jim Wright of Wright Tech System be invited to appear on that date; and that, should they decline or be unavailable, Derrick Snowdy be invited to appear.

 

It was agreed, — That the Clerk of the Committee be instructed to prepare an operational budget for the study of renewable energy projects funded by the government and that he table this budget with the Committee at the meeting of Wednesday, May 5, 2010.

 

Siobhan Coady moved, — That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, Nazim Gillani be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to the business of Green Power Generation Corp. and its partners, and any elected officials, and that the said material be delivered to the Committee within five (5) business days.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

It was agreed, — That the seven (7) other motions on this matter that were the subject of notices by Siobhan Coady shall be deemed moved and resolved in the affirmative, and the result of the vote on the first motion be applied to them.

Accordingly, the following motions were adopted:

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, Rahim Jaffer be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp.’s list of clients, as well as any companies that Rahim Jaffer had discussions with in relation to green technologies, and as they relate to Green Power Generation Corp. and its partners and any government officials, either elected or not, and to the business of Nazim Gillani and International Strategic Investments with respect to involvement with the Government, and that the said material be delivered to the Committee within five (5) business days.

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, Patrick Glémaud be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp.’s list of clients, as well as any companies that Patrick Glémaud had discussions with in relation to green technologies, and as they relate to Green Power Generation Corp. and its partners and any government officials, either elected or not, and to the business of Nazim Gillani and International Strategic Investments with respect to involvement with the Government, and that the said material be delivered to the Committee within five (5) business days.

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, the Department of Transport, Infrastructure, and Communities, and the offices of the Hon. John Baird, Minister of Transport, Infrastructure and Communities, and Brian Jean, the Parliamentary Secretary to the Minister of Transport, Infrastructure and Communities, be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp. and its partners, Patrick Glémaud and Rahim Jaffer, and that the said material be delivered to the Committee within five (5) business days.

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, Natural Resources Canada, and the office of the Hon. Christian Paradis, Minister of Natural Resources, and of the former Minister of Natural Resources, the Hon. Lisa Raitt,, be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp. and its partners, Patrick Glémaud and Rahim Jaffer, and that the said material be delivered to the Committee within five (5) business days.

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, Environment Canada, and the office of the Hon. Jim Prentice, Minister of the Environment, be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp. and its partners, Patrick Glémaud and Rahim Jaffer, and that the said material be delivered to the Committee within five (5) business days.

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, the Federal Economic Development Agency for Southern Ontario, and the office of the Hon. Gary Goodyear, Minister of State for Science and Technology and the Federal Economic Development Agency for Southern Ontario, be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp. and its partners, Patrick Glémaud and Rahim Jaffer, and that the said material be delivered to the Committee within five (5) business days.

That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the government, Status of Women Canada, and the office of the Hon. Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, be ordered to provide the Committee with all papers and records, both electronic and hard copy, from 2008 until today, as they relate to Green Power Generation Corp. and its partners, Patrick Glémaud and Rahim Jaffer, and that the said material be delivered to the Committee within five (5) business days.

 

At 4:48 p.m., the sitting was suspended.

At 4:50 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Wednesday, March 10, 2010, the Committee resumed its study of the economic stimulus package.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled “Implementation of the Economic Action Plan”, provided that the report is an interim report and that it is mentioned that it is based on testimonies concluded on December 8, 2010.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report the dissenting opinion from the Conservative Party of Canada provided that it is no more than seven (7) pages in length and submitted electronically to the Clerk of the Committee, no later than 5:00 p.m., on May 4, 2010.

 

At 5:01 p.m., the Committee adjourned to the call of the Chair.
