The Standing Committee on National Defence met at 3:30 p.m. this day, in Room 362, East Block, the Chair, the Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Hon. Ken Dryden, Cheryl Gallant, Jack Harris, Hon. Laurie Hawn, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Hon. Larry Bagnell for Hon. Dominic LeBlanc.

 

In attendance: Library of Parliament: Anna Gay, Analyst; Melissa Radford, Analyst.

Pursuant to the Order of Reference of Monday, December 6, 2010, the Committee resumed consideration of Bill C-41, An Act to amend the National Defence Act and to make consequential amendments to other Acts.
 

Michel W. Drapeau and Ian Holloway made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.
 

Bryon Wilfert moved, — That the committee call the Minister of National Defence to appear before this committee in advance of the Minister of Finance’s tabling of the 2011 Budget, in order to brief committee members on the Supplementary Estimates (C), 2010-2011, and to answer questions pertaining to a fleet of Mi-17 helicopters the Department of National Defence secretly leased and has operated in Kandahar province, as referenced in the motion this committee passed on November 25, 2010.

 

After debate, the question was put on the motion and it was agreed to.

 

Jack Harris moved, — That, pursuant to the commitment made by the Deputy Minister of the Department of National Defence to this Committee on March 18, 2010 regarding ability of the department to make documents available for the Committee, the Committee request accordingly the following reports in both official languages from the Department of National Defence:

Debate arose thereon.

 

Bryon Wilfert moved, — That the motion be amended by adding after the words “NSS. (2010). Backgrounder: The Search and Rescue Knowledge Management System (SAR KMS), Version 3.3. Ottawa: National Search and Rescue Secretariat” the following:

“Brigadier-General D.A. Davies, Director General of Air Force Development. “Rotary Wing Search and Rescue Study (RWSAR Study),” with Slide presentation. 2009.

DND’s analysis of the NRC 2010 report on FWSAR SOR.

Any additional SORs prepared by DND on the FWSAR procurement other than the one submitted to the NCR for use in its study (ie: any amended/altered versions). ”.

 

After debate, the question was put on the amendment of Bryon Wilfert and it was agreed to.

 

The motion, as amended, read as follows:

That, pursuant to the commitment made by the Deputy Minister of the Department of National Defence to this Committee on March 18, 2010 regarding ability of the department to make documents available for the Committee, the Committee request accordingly the following reports in both official languages from the Department of National Defence:
