The Standing Committee on National Defence met in camera at 11:06 a.m. this day, in Room 362, East Block, the Chair, Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Hon. Ujjal Dosanjh, Cheryl Gallant, Jack Harris, Laurie Hawn, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Hon. Lawrence MacAulay for Hon. Keith Martin.

 

In attendance: Library of Parliament: Wolfgang Koerner; Melissa Radford.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, as amended, which read as follows:

Your Subcommittee met on Thursday, March 11, 2010, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study of Arctic sovereignty; and

That the evidence and documentation received by the Standing Committee on National Defence during the Second Session of the 40th Parliament in relation to its study of Arctic sovereignty be taken into consideration by the Committee in this session and that all in camera testimony given in relation to this study in the Second Session of the 40th Parliament be treated as in camera testimony given during the Third Session of the 40th Parliament.

2. That the Committee invite representatives of the Department of National Defence to provide a two-hour briefing on the subject of the rehiring of retired soldiers and staff by the Department of National Defence.

3. That the Minister of National Defence be invited to appear before the Committee on Thursday, March 18, 2010 on the subject of the Supplementary Estimates (C) for the fiscal year ending on March 31, 2010.

4. That, with regard to the time allocated for the questioning of witnesses by committee members, during the third round of questioning the Chair will use his discretion to divide the remaining Committee time between any Committee members who express an interest in questioning the witnesses.

5. That the Committee undertake a study of search and rescue response times.

6. That the Committee undertake a study of the role of Canadian soldiers in international peace operations after 2011.

7. That the Committee undertake a study of recruitment and retention in the Canadian Forces and

That the evidence and documentation received by the Standing Committee on National Defence during the Second Session of the 40th Parliament in relation to its study of recruitment and retention of the Canadian Forces be taken into consideration by the Committee in this session and that all in camera testimony given in relation to this study in the Second Session of the 40th Parliament be treated as in camera testimony given during the Third Session of the 40th Parliament.

8. That the Committee undertake a study of capital budget and procurement for the Department of National Defence.

 

It was agreed, — That the report of the Subcommittee, as amended, be concurred in.

 

It was agreed, — That the Clerk of the Committee, in consultation with the Chair, prepare a draft budget respecting the Committee’s proposed travel as part of its study on Arctic sovereignty.

 

It was agreed, — That representatives of the Department of National Defence be invited to appear on Tuesday, March 23, 2010, in relation to the Committee’s briefing on the subject of the rehiring of retired soldiers and staff by the Department.

 

It was agreed, — That the Committee invite representatives of the Department of National Defence to appear on Thursday, March 25, 2010, as part of the Committee’s study of capital budget and procurement for the Department of National Defence.

 

At 11:53 a.m., the Committee adjourned to the call of the Chair.
