The Standing Committee on Official Languages met at 9:02 a.m. this day, in Room 269, West Block, the Chair, Steven Blaney, presiding.

 

Members of the Committee present: Hon. Mauril Bélanger, Steven Blaney, Sylvie Boucher, Jean-Claude D'Amours, Bernard Généreux, Shelly Glover, Yvon Godin, Monique Guay, Richard Nadeau, Tilly O'Neill-Gordon, John Weston and Lise Zarac.

 

In attendance: Library of Parliament: Lucie Lecomte, Analyst; Nicolas Auclair, Analyst.

 

Witnesses: Fédération des communautés francophones et acadienne du Canada: Marie-France Kenny, President; Suzanne Bossé, Director General. Quebec Community Groups Network: Robert Donnelly, President; Sylvia Martin-Laforge, Director General.

 
Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, March 11, 2010, the Committee commenced consideration of the study of the Department of Canadian Heritage's Roadmap for Canada's Linguistic Duality 2008-2013.
 

Robert Donnelly and Marie-France Kenny made statements and, with Sylvia Martin-Laforge and Suzanne Bossé, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, April 15, 2010, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee meet with a delegation from Finland on Thursday, April 29, 2010; and that the Clerk, in consultation with the Chair, make the necessary arrangements for a working lunch.

That the meetings for the study of immigration as a development tool for official languages minority communities be organized as follows:

- First meeting: Statistics Canada.

- Second meeting: Michèle Vatz Laaroussi, Patricia Lamarre, Richard Y. Bourhis, Charles Castonguay, Chedly Belkhodja, Jack Jedwab and Diane Farmer.

- Third meeting: Fédération des communautés francophones et acadienne du Canada, Quebec Community Groups Network, Société de l'Acadie du Nouveau-Brunswick.

- Fourth meeting: The departments of Citizenship and Immigration Canada (in particular the Francophone Minority Communities Steering Committee), and Foreign Affairs and International Trade Canada.

- Fifth meeting: Various organizations at the Provincial level (to be determined later).

That the Subcommittee meet at a later date to plan future meetings on the study of immigration.

 

It was agreed, — That the Second report of the Subcommittee on Agenda and Procedure be concurred in.

 

It was agreed, — That the proposed budget in the amount of $39,700, for the study of immigration as a development tool in official language minority communities be adopted.

 

At 10:49 a.m., the Committee adjourned to the call of the Chair.
