The Standing Committee on Justice and Human Rights met at 9:05 a.m. this day, in the Laurier-Mayfair Room, Delta Edmonton Centre Suite Hotel, Edmonton, Alberta, the Vice-Chair, Brian Murphy, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Serge Ménard, Alexandra Mendes, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Monique Guay for Marc Lemay.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Edmonton Police Service: Chief Michael Boyd, Chief of Police. National Parole Board: Harvey Cenaiko, Chairperson. Correctional Service of Canada: Hugo Foss, Psychologist, Alberta/Northwest Territories District Office; Jan Fox, District Director, Alberta/Northwest Territories District Office. Criminal Intelligence Service Canada: Brian Gibson, Chair, Board of Directors. Calgary Police Service: Chief Rick Hanson, Chief of Police. Royal Canadian Mounted Police: Insp Clemens Imgrund, Officer in charge, National Security and Criminal Intelligence, K Division; S/Sgt Terry Kohlhauser, Non-commissioned Officer in charge and Team Commander of Project KARE, K Division. National Aboriginal Advisory Council: Roy Louis, Member, Citizen Advisory Committee. Public Prosecution Service of Canada: Greg Rice, Senior Counsel and Team Leader, Edmonton Regional Office. Canada Border Services Agency: Mike Skappak, Director, Criminal Investigations, Prairie Region.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study on the state of organized crime.
 

Harvey Cenaiko, Jan Fox, Roy Louis and Greg Rice made statements and, with Hugo Foss, answered questions.

 

At 11:00 a.m., the sitting was suspended.

At 11:10 a.m., the sitting resumed.

 

The Chair took the Chair.

 

Chief Michael Boyd, Chief Rick Hanson, Mike Skappak, S/Sgt Terry Kohlhauser, Insp Clemens Imgrund and Brian Gibson made statements and answered questions.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
