The Standing Committee on Justice and Human Rights met at 2:02 p.m. this day, in the Churchill Salon B, Delta Chelsea Hotel, Toronto, Ontario, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Dominic LeBlanc, Serge Ménard, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Monique Guay for Marc Lemay.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: As individuals: James R. Dubro, Writer and Film-Maker; Antonio Nicaso, Author and Journalist; Margaret Beare, Professor of Law and Sociology, York University. Gateway Centre for New Canadians: Julius Tiangson, Executive Director. Canada Border Services Agency: Bonnie Glancy, Director, Intelligence, Greater Toronto Area Region. Ontario Provincial Police: Insp Bryan Martin, Drug Enforcement Section, Organized Crime Enforcement Bureau. Toronto Police Service: Insp Randy Franks, Organized Crime Enforcement. Criminal Intelligence Service Ontario: Peter Shadgett, Director. Royal Canadian Mounted Police: Supt Robert W. Davis, District Commander, Greater Toronto Area Region; Det Insp J. Richard Penney, Operations Officer, Greater Toronto Area Drug Section.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study on the state of organized crime.
 

James R. Dubro, Antonio Nicaso, Margaret Beare and Julius Tiangson made statements and answered questions.

 

At 4:00 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed.

 

Bonnie Glancy, Insp Bryan Martin, Insp Randy Franks, Peter Shadgett and Supt Robert W. Davis made statements and, with Det Insp J. Richard Penney, answered questions.

 

At 6:07 p.m., the Committee adjourned to the call of the Chair.
