The Standing Committee on Justice and Human Rights met at 11:03 a.m. this day, in Room 853, 131 Queen St., the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Marc Lemay, Serge Ménard, Alexandra Mendes, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst. House of Commons: Simon Larouche, Procedural Clerk.

 

Witnesses: Public Prosecution Service of Canada: François Lacasse, Supreme Court Coordination; Yvan Poulin, Quebec Regional Office. Financial Transactions and Reports Analysis Centre of Canada: Hélène Goulet, Strategic Policy and Public Affairs and Chief Review and Appeals Officer; Paul Dubrule, Legal Services; Chantal Jalbert, Regional Operations and Compliance; Denis Meunier, Financial Analysis and Disclosures. As an individual: Patrick J. LeSage.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study on the state of organized crime.
 

François Lacasse, Yvan Poulin, Hélène Goulet made statements and, with Denis Meunier and Chantal Jalbert, answered questions.

 

At 12:07 p.m., the sitting was suspended.

At 12:10 p.m., the sitting resumed.

 

Patrick J. LeSage, by videoconference from Toronto, Ontario, made a statement and answered questions.

 

At 12:58 p.m., the sitting was suspended.

At 12:59 p.m., the sitting resumed ìn camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite Professor John Martin, University of the Fraser Valley, to appear in the context of its study on organized crime.

 

It was agreed, — That the Committee commence its study of Bill C-475, An Act to amend the Controlled Drugs and Substances Act (methamphetamine and ecstasy), and that John Weston, M.P., West Vancouver—Sunshine Coast—Sea to Sky Country, be invited to appear on Tuesday, April 20, 2010.

 

At 1:06 p.m., the Committee adjourned to the call of the Chair.
