The Standing Committee on Industry, Science and Technology met at 3:29 p.m. this day, in Room 268, La Promenade Building, the Chair, David Sweet, presiding.

Members of the Committee present: Robert Bouchard, Peter Braid, Serge Cardin, Mike Lake, Hon. Dan McTeague, Anthony Rota, David Sweet, Dave Van Kesteren and Mike Wallace.

Acting Members present: Charlie Angus for Brian Masse, Siobhan Coady for Marc Garneau and Greg Kerr for Bernard Généreux.

In attendance: Library of Parliament: Mathieu Frigon, Analyst.

Witnesses: Canadian Bar Association: Oliver Borgers, Chair, Foreign Investment Review Committee, Competition Law Section; Anthony Baldanza, Vice-Chair, Foreign Investment Review Committee, Competition Law Section. Conference Board of Canada: Michael Bloom, Vice-President, Organizational Effectiveness and Learning. Canadian Centre for Policy Alternatives: Bruce Campbell, Executive Director. Communications, Energy and Paperworkers Union of Canada: David Coles, President; Guy Caron, Director, Special Projects. As individuals: Calvin Goldman, Partner, Blake, Cassels and Graydon LLP; Michael Hart, Simon Reisman Chair in Trade Policy, Norman Paterson School of International Affairs, Carleton University.

The Committee proceeded to the consideration of matters related to Committee business.

Anthony Rota moved, — That, notwithstanding any previously scheduled Committee activity, the Committee invite the Hon. Tony Clement, Minister of Industry and the Hon. Gary Goodyear, Minister for the Federal Economic Development Agency for Southern Ontario to testify on the Supplementary Estimates (C) 2010-2011 on March 10, 2011 from 3:30 p.m to 5:30 p.m.

After debate, the question was put on the motion and it was agreed to.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 1, 2011, the Committee resumed its study of the Investment Canada Act.

Oliver Borgers, David Coles, Guy Caron and Calvin Goldman made statements and, with Anthony Baldanza, answered questions.

At 4:27 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed.

Michael Bloom, Bruce Campbell and Michael Hart made statements and answered questions.

At 5:31 p.m., the Committee adjourned to the call of the Chair.
