The Standing Committee on Industry, Science and Technology met in a televised session at 9:00 a.m. this day, in Room 237-C, Centre Block, the Chair, Michael D.Chong, presiding.

 

Members of the Committee present: Robert Bouchard, Peter Braid, Hon. Michael D. Chong, Hon. Dan McTeague, Anthony Rota, Dave Van Kesteren and Mike Wallace.

 

Acting Members present: Mike Allen for Mike Lake, Hon. Denis Coderre for Marc Garneau, Yvon Godin for Brian Masse, Mario Laframboise for Robert Bouchard and Daniel Petit for Gordon Brown.

 

In attendance: Library of Parliament: Dillan Theckedath, Analyst.

 

Witnesses: Shell: Richard Oblath, Vice-President, Downstream Portfolio; Christian Houle, Chief Executive Officer, Montreal East Refinery. Shell Workers Union: Jean-Claude Rocheleau, President. Follow-Up Committee of Shell Refinery: Hon. Michael M. Fortier, Chairperson. IBS Capital: Claude Delage, Managing Partner. Delek US Holdings: Jim Boles, Business Development. Competition Bureau Canada: Richard Bilodeau, Acting Assistant Deputy Commissioner, Civil Matters Branch Division B ; Martine Dagenais, Assistant Deputy Commissioner of Competition, Mergers Branch Division B . Department of Natural Resources: Claude Gauvin, Director, Oils Sands and Energy Security Division, Petroleum Resources Branch; Jeff Labonté, Director General, Petroleum Resources Branch; Michael Rau, Advisor, Petroleum Markets, Oil Sands and Energy Security Division, Petroleum Resources Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on July 20, 2010, the Committee commenced its study of the impending closure of Shell Canada's Montreal refinery.
 

Christian Houle, Richard Oblath and Jean-Claude Rocheleau made statements and answered questions.

 

On motion of Dan McTeague, it was agreed, — That the first panel of witnesses be extended to 10:45 a.m..

 

At 10:44 a.m., the sitting was suspended.

At 11:00 a.m., the sitting resumed.

 

Michael Foriter, Jim Boles and Claude Delage made statements and answered questions.

 

At 12:31 p.m., the sitting was suspended.

At 1:00 p.m., the sitting resumed.

 

Richard Bilodeau, Martine Dagenais and Jeff Labonté made statements and, with Claude Gauvin and Michael Rau answered questions.

 

At 2:30 p.m., the Committee adjourned to the call of the Chair.
