The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met in camera at 11:02 a.m. this day, in Room 228, La Promenade Building, the Chair, Candice Hoeppner, presiding.

 

Members of the Committee present: Josée Beaudin, Kelly Block, Hon. Rick Casson, Raymonde Folco, Candice Hoeppner, Ed Komarnicki, Yves Lessard, Hon. Maria Minna, Michael John Savage, Maurice Vellacott and Jeff Watson.

 

Acting Members present: Libby Davies for Tony Martin.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; André Léonard, Analyst; Sandra Gruescu, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That the meeting of Thursday, February 3, 2011, be held for the purpose of resuming debate on the motion of Yves Lessard and to deal with other motions for which notice was received; that, if time permits, the Committee proceed with discussing Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians.

2. That the meeting of Tuesday, February 8, 2011, be devoted to the consideration of Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians.

3. That the meeting of Thursday, February 10, 2011, be devoted to the study of Bill C-481, An Act to amend the Canadian Human Rights Act and the Canada Labour Code (mandatory retirement age); that witnesses be called upon to appear during this meeting and that the Committee then proceed with the clause-by-clause study of the bill.

4. That the first hour of the meeting scheduled for Tuesday, February 15, 2011, be devoted to hearing witnesses regarding the study of federal support measures to adoptive parents and that the second hour be held to provide drafting instructions to the Analysts.

5. That the meetings of February 17th, 2011 and of March 1st, 2011, be held to commence the Committee’s study on the procedures and practices of the Employment Insurance Board of Referees.

6. That the Committee undertake its study of disability-related barriers upon completion of the business previously mentioned.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

At 11:04 a.m., the sitting was suspended.

At 11:10 a.m., the sitting resumed in public.

 

The Committee resumed consideration of the motion of Yves Lessard, — That the committee rescind the decision made on November 23, 2010 which figures in paragraph 6 of the report on page 3 and that the report be based solely on the testimony heard by the HUMA Committee and on the briefs submitted to it.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Josée Beaudin, Libby Davies, Raymonde Folco, Yves Lessard, Maria Minna, Michael John Savage — 6; NAYS: Kelly Block, Rick Casson, Ed Komarnicki, Maurice Vellacott, Jeff Watson — 5.

 

At 12:08 p.m., the sitting was suspended.

At 12:22 p.m., the sitting resumed.

 

Michael John Savage moved, — That the Reports of the other committess which are tabled with regard to the impact of the changes to the long form census be appended to the final report of the HUMA Committee.

Debate arose thereon.

At 12:36 p.m., the sitting was suspended.

At 12:38 p.m., the sitting resumed.

 

Yves Lessard moved, — That the motion be amended by replacing the word “appended” with the words “be mentioned as a reference in an appendix”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Yves Lessard and it was negatived on the following recorded division: YEAS: Josée Beaudin, Yves Lessard — 2; NAYS: Kelly Block, Rick Casson, Libby Davies, Raymonde Folco, Ed Komarnicki, Maria Minna, Michael John Savage, Maurice Vellacott, Jeff Watson — 9.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Kelly Block, Rick Casson, Libby Davies, Raymonde Folco, Maria Minna, Michael John Savage, Maurice Vellacott — 7; NAYS: Josée Beaudin, Ed Komarnicki, Yves Lessard, Jeff Watson — 4.

 

At 12:57 p.m., the Committee adjourned to the call of the Chair.
