The Standing Committee on Access to Information, Privacy and Ethics met at 11:12 a.m. this day, in Room 237-C, Centre Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Kelly Block, Patricia Davidson, Hon. Wayne Easter, Judy Foote, Carole Freeman, Pierre Poilievre, Greg Rickford, Bill Siksay and Paul Szabo.

 

Acting Members present: Randy Hoback for Rick Casson and Christian Ouellet for Ève-Mary Thaï Thi Lac.

 

Other Members present: Hon. Christian Paradis.

 

In attendance: Library of Parliament: Alysia Davies; Dara Lithwick. House of Commons: Jean-François Pagé.

 

Witnesses: As an individual: Jillian Andrews, Department of Public Works and Government Services. Office of the Information Commissioner of Canada: Suzanne Legault.

 
Pursuant to Standing Order 108(3)h)(vi) and the motion adopted by the Committee on Thursday, April 1, 2010, the Committee resumed its study on allegations of interference in access to information requests.
 

Jillian Andrews is not present.

 

Carole Freeman moved, — That, given the many unsuccessful attempts to serve summonses to appear on Dimitri Soudas and Jillian Andrews, and given the public nature of these summonses, the Committee consider the summonses duly served and require Dimitri Soudas and Jillian Andrews to appear before the Committee no later than Wednesday, June 16, 2010.

Debate arose thereon.

 

The question was put on the motion and the result of the vote was announced: YEAS: Wayne Easter, Judy Foote, Carole Freeman, Christian Ouellet, Bill Siksay — 5; NAYS: Kelly Block, Patricia Davidson, Randy Hoback, Pierre Poilievre, Greg Rickford — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

At 12:24 p.m., the sitting was suspended.

At 12:25 p.m., the sitting resumed.

 
Pursuant to Standing Order 111.1(1), the Committee commenced consideration of the certificate of nomination of Suzanne Legault to the position of Information Commissioner which was referred to the Committee on Thursday, June 3, 2010.
 

Suzanne Legault made a statement and answered questions.

 

On motion of Wayne Easter, it was agreed, — That the Committee has considered the proposed appointment of Suzanne Legault as Information Commissioner of Canada and reports its support for her appointment.

 

It was agreed, - That the Chair report to the House

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the Annual Report of the Information Commissioner for the fiscal year ended March 31, 2010, referred to the Committee on Thursday, June 3, 2010.
 

Suzanne Legault made a statement and answered questions.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
