The Standing Committee on Environment and Sustainable Development met in a televised session at 3:33 p.m. this day, in Room 253-D, Centre Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Steven Blaney, Blaine Calkins, Linda Duncan, Gerard Kennedy, Joyce Murray, Christian Ouellet, Francis Scarpaleggia, Mark Warawa and Stephen Woodworth.

 

In attendance: Library of Parliament: Kristen E. Courtney, Analyst; Tim Williams, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Scott Vaughan, Commissioner of the Environment and Sustainable Development; Anne Marie Smith, Legal Advisor. Environmental Commissioner of Ontario: Gord Miller, Environmental Commissioner of Ontario. Department of Justice: Kathleen Roussel, Senior General Counsel and Executive Director, Environment Canada, Legal Services; Eric Nielsen, Counsel, Public Law Policy Section; Joseph Melaschenko, Legal Counsel, Environment Canada, Legal Services.

 
Pursuant to the Order of Reference of Wednesday, June 16, 2010, the Committee resumed consideration of Bill C-469, An Act to establish a Canadian Environmental Bill of Rights.
 

Scott Vaughan and Gord Miller made statements and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Kathleen Roussel made a statement and, with Eric Nielsen and Joseph Melaschenko, answered questions.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
