The Standing Committee on Environment and Sustainable Development met in a televised session at 4:04 p.m. this day, in Room 253-D, Centre Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Blaine Calkins, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson and Stephen Woodworth.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Appearing: Hon. Jim Prentice, P.C., M.P., Minister of the Environment.

 

Witnesses: Department of the Environment: Ian Shugart, Deputy Minister. Parks Canada Agency: Alan Latourelle, Chief Executive Officer.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2009-2010: Votes 10c and 25c under ENVIRONMENT, referred to the Committee on Wednesday, March 3, 2010; and
 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2010-2011: Votes 1, 5, 10, 15, 20, 25 and 30 under ENVIRONMENT, referred to the Committee on Wednesday, March 3, 2010.
 

The Chair called Votes 10c and 1.

 

The Minister made a statement and answered questions.

 

Vote 10c under ENVIRONMENT carried on division.

 

Vote 25c under ENVIRONMENT carried on division.

 

It was agreed, — That the Chair report the Supplementary Estimates (C) 2009-2010 to the House.

 

At 5:05 p.m., the sitting was suspended.

At 5:07 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee resume its study on Statutory review of the Species at Risk Act started in the previous session and, that the evidence and documentation received by the Committee during the second session of the 40th Parliament on the subject be taken into consideration by the Committee in this session.

 

It was agreed, — That the Committee resume its study on Oil Sands and Canada's Water Resources started in the previous session and, that the evidence and documentation received by the Committee during the second session of the 40th Parliament on the subject be taken into consideration by the Committee in this session.

 

It was agreed, — That, pursuant to Standing Order 108(2), the Committee invite Dr. David Schindler to appear, either in person or via teleconferencing, to update the Committee on his latest findings related to the impact of the oil sands on water, findings that build on the preliminary study he presented at Committee hearings in Edmonton last May; and that the Committee also invite Mr. Graham Thomson to discuss his paper entitled "Burying Carbon Dioxide in Underground Saline Aquifers: Political Folly or Climate Change Fix", and two other witnesses of the Committee's later choosing (names to be provided to the Clerk), totalling a panel of four witnesses.

 

At 5:19 p.m., the Committee adjourned to the call of the Chair.
