The Standing Committee on Citizenship and Immigration met in camera at 3:34 p.m. this day, in Room 7-52, 131 Queen St., the Chair, David Tilson, presiding.

 

Members of the Committee present: Josée Beaudin, Olivia Chow, Rick Dykstra, Nina Grewal, Thierry St-Cyr, David Tilson, Justin Trudeau, Tim Uppal, Alice Wong and Terence Young.

 

Acting Members present: Hon. Gerry Byrne for Robert Oliphant and Brian Murphy for Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Daphne Keevil Harrold, Analyst; Julie Béchard, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sylvain Ricard, Assistant Auditor General; Glenn Wheeler, Principal. Department of Citizenship and Immigration: Neil Yeates, Deputy Minister; Claudette Deschênes, Assistant Deputy Minister, Operations; Les Linklater, Assistant Deputy Minister, Strategic and Program Policy.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 3:34 p.m., the sitting was suspended.

At 3:36 p.m., the sitting resumed in public.

 

It was agreed, — That the Sixth Report from the Subcommittee on Agenda and Procedure which read as follows, be adopted :

In accordance with its mandate pursuant to Order made Wednesday, March 3, 2010, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends the following to the Committee:

To hear witnesses regarding chapter 3 of the 2010 Fall Report of the Auditor General of Canada concerning service delivery at Citizenship and Immigration Canada, on Monday, November 29, 2010, from 3:30 to 4:30 p.m.;

To hear representatives of Citizenship and Immigration Canada regarding the 2010 Annual Report to Parliament on Immigration on Monday, November 29, 2010, from 4:30 to 5:30 p.m.;

To hear the Minister of Citizenship and Immigration regarding the Supplementary Estimates (B) on Wednesday December 1, 2010, or on Monday December 6th, 2010, subject to the Minister’s availability;

To begin consideration of Bill C-467, an Act to amend the Citizenship Act (children born abroad), on Monday December 6, 2010, or based on the scheduling of the study on the Supplementary Estimates (B);

To begin consideration of Bill C-37, Strengthening the Value of Canadian Citizenship Act, as soon as it is referred to the Committee.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 29, 2010, the Committee commenced its study of 2010 Fall Report of the Auditor General of Canada - Chapter 3, Service Delivery at the Department of the Citizenship and Immigration Canada.
 

Sylvain Ricard and Neil Yeates made statements and, with Glenn Wheeler and Claudette Deschênes, answered questions.

 

At 4:35 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee on Monday, November 29, 2010, the Committee commenced consideration of the Annual Report to Parliament on Immigration 2010, referred to the Committee on Monday, November 1, 2010.
 

Neil Yeates made a statement and, with Claudette Deschênes and Les Linklater, answered questions.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
