The Standing Committee on Citizenship and Immigration met in camera at 3:36 p.m. this day, in Room 8-53, 131 Queen St., the Chair, David Tilson, presiding.

 

Members of the Committee present: Josée Beaudin, Olivia Chow, Rick Dykstra, Nina Grewal, Robert Oliphant, Thierry St-Cyr, David Tilson, Justin Trudeau, Tim Uppal, Alice Wong and Borys Wrzesnewskyj.

 

Acting Members present: Blake Richards for Terence Young.

 

In attendance: Library of Parliament: Daphne Keevil Harrold, Analyst; Anna Gay, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Sandra Harder, Acting Director General, Immigration Branch; Brenna MacNeil, Director, Social Policy and Programs, Immigration Branch; Catrina Tapley, Associate Assistant Deputy Minister, Strategic and Program Policy; Elaine Ménard, Counsel.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure which read as follows, be adopted :

In accordance with its mandate pursuant to Order made March 3, 2010, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends the following to the Committee:

that it hear witnesses on Bill C-35, An Act to amend the Immigration and Refugee Protection Act, at its sittings of October 6, 18, 20, 25 and 27 and November 1, and hear the Minister of Citizenship and Immigration at this final sitting;

that it carry out clause-by-clause study of Bill C-35 on November 3;

Notwithstanding the motion of September 29, 2010, your Subcommittee recommends that the list of witnesses for consideration of Bill C-35 be submitted to the Clerk no later than Wednesday, October 13.

 

At 3:44 p.m., the sitting was suspended.

At 3:45 p.m., the sitting resumed in public.

 

Justin Trudeau moved, — That the Committee requests that the Minister of Citizenship and Immigration provide it with copies of all correspondence, both written and electronic, within his department on the issue of including same sex marriage protection and same sex marriage rights in the most recent edition of the Citizenship Guide, and that this information be provided to the committee within 10 days.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That the motion be withdrawn.

 
Pursuant to the Order of Reference of Thursday, September 23, 2010, the Committee commenced consideration of Bill C-35, An Act to amend the Immigration and Refugee Protection Act.
 

Catrina Tapley made a statement and, with Sandra Harder, Brenna MacNeil, and Elaine Ménard, answered questions.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
