The Standing Committee on Canadian Heritage met at 3:33 p.m. this day, in Room 7-52, 131 Queen St., the Chair, the Hon. Michael D. Chong, presiding.

 

Members of the Committee present: Charlie Angus, Scott Armstrong, Patrick Brown, Hon. Michael D. Chong, Bonnie Crombie, Dean Del Mastro, Royal Galipeau, Carole Lavallée, Roger Pomerleau, Blake Richards, Pablo Rodriguez and Scott Simms.

 

Acting Members present: Hon. Larry Bagnell for Pablo Rodriguez.

 

In attendance: Library of Parliament: Michael Dewing; Marion Ménard. House of Commons: Wayne Cole.

 

Witnesses: House of Commons: Rick Norlock, M.P., Northumberland—Quinte West. Ontario Federation of Anglers and Hunters: Greg Farrant, Manager, Government Relations and Communications. Nova Scotia Federation of Anglers and Hunters: Tony Rodgers, Executive Director. Delta Waterfowl Foundation: Robert Bailey, Vice-President, Policy for Canada. Credit River Anglers Association: John Kendell, President.

 
Pursuant to the Order of Reference of Wednesday, June 16, 2010, the Committee commenced consideration of Bill C-465, An Act respecting a National Hunting, Trapping and Fishing Heritage Day.
 

Rick Norlock, M.P. made a statement and answered questions.

 

At 4:06 p.m., the sitting was suspended.

At 4:07 p.m., the sitting resumed.

 

Greg Farrant, Tony Rodgers, Robert Bailey and John Kendell made statements and answered questions.

 

At 5:02 p.m., the sitting was suspended.

At 5:05 p.m., the Committee proceeded to the Clause by Clause consideration.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 was postponed.

The Chair called Clause 2.

 

On Clause 2,

Carole Lavallée moved, — That Bill C-465, in Clause 2, be amended by replacing line 2 on page 2 with the following:

“year, the third Saturday in September shall be known”

 

After debate, the question was put on the amendment of Carole Lavallée and it was agreed to.

 

Clause 2, as amended, carried.

 

Clause 3 carried.

 

On the Preamble,

Larry Bagnell moved, — That Bill C-465, in the Preamble, be amended by adding after line 2 on page 1 the following:

“Whereas the Aboriginal peoples of Canada have practiced and been sustained by traditional hunting, trapping and fishing activities for food and for ceremonial and commercial purposes since time immemorial;”

 

The Chair ruled the proposed amendment inadmissible as it was a substantive amendment to the Preamble and there had been no amendment to the Bill which would render it necessary.

 

Whereupon, Larry Bagnell appealed the decision of the Chair.

By unanimous consent, the Chair's decision was overturned.

 

After debate, the question was put on the amendment of Larry Bagnell and it was agreed to.

 
Larry Bagnell moved, — That Bill C-465, in the Preamble, be amended by replacing line 7 on page 1 with the following:

“from coast to coast to coast;”

 

After debate, the question was put on the amendment of Larry Bagnell and it was agreed to on division.

 
Larry Bagnell moved, — That Bill C-465, in the French version of the preamble, be amended by replacing line 14 on page 1 with the following:

“apportent une contribution remarquable à”

 

After debate, the question was put on the amendment of Larry Bagnell and it was agreed to.

 

The Preamble, as amended, carried.

 

The Short Title carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-465, as amended, be reprinted for the use of the House at report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carole Lavallée moved, — That pursuant to Standing Order 108(2), the Committee send for the executive of the Canadian Tourism Commission to appear and explain in what way the Commission meets the eligibility criteria of the Marquee Tourism Events Program, from which it has obtained $8 million and,

That the Committee, then report its comments and observations to the House at the earliest opportunity.

 

Carole Lavallée moved, — That pursuant to Standing Order 108(2) the Committee on Canadian Heritage invite the Minister of Canadian Heritage and the Minister of International Trade, or their representatives, the Coalition for Cultural Diversity and any other relevant witness(es) to appear before the Committee and inform it of the progress of the negotiations on a free trade agreement with the European Union, particularly to ensure that any such agreement will respect the treaty on cultural diversity promoted and signed by Canada, and that the Committee report to the House accordingly.

 

Carole Lavallée moved, — That pursuant to Standing Order 108(2) the Committee on Canadian Heritage invite the Minister of Canadian Heritage and the Minister of International Trade, or their representatives, and any other relevant witness(es), to appear before the Committee and inform it of the position defended by the Canadian negotiators in the negotiations on the signature of the Anti-Counterfeiting Trade Agreement (ACTA), and that the Committee report to the House accordingly.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
