The Standing Committee on Canadian Heritage met at 11:10 a.m. this day, in Room 853, 131 Queen St., the Chair, Gary Ralph Schellenberger, presiding.

 

Members of the Committee present: Rod Bruinooge, Dean Del Mastro, Ruby Dhalla, Royal Galipeau, Nina Grewal, Carole Lavallée, Roger Pomerleau, Pablo Rodriguez, Gary Ralph Schellenberger and Tim Uppal.

 

Acting Members present: Andrew Kania for Scott Simms and Pat Martin for Charlie Angus.

 

In attendance: Library of Parliament: Michael Dewing; Marion Ménard.

 

Witnesses: National Film Board: Tom Perlmutter; Deborah Drisdell, Accessibility and Digital Entreprises; Claude Joli-Coeur. Canadian Interactive Alliance: Ian Kelso, Interactive Ontario. MoboVivo Inc.: Trevor Doerksen. Groupe CIC (Communication, Information, Culture): Richard Paradis.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 16, 2010, the Committee resumed its study on the emerging and digital media: opportunities and challenges.
 

Tom Perlmutter, Ian Kelso, Trevor Doerksen, Richard Paradis made a statement and answered questions.

 

At 12:40 p.m., the sitting was suspended.

At 12:43 p.m., the sitting resumed in camera.

 

At 12:44 p.m., the Committee resumed sitting in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carole Lavallée moved, — That, pursuant to Standing Order 108(2), that the following be reported to the House at the first opportunity:s

That the Committee on, like the National Assembly of Quebec, which unanimously adopted a motion to this effect on April 20, 2010, recognize the key role played by independent community television in involving different groups in television programming, and that it recommend that the Canadian Radio-television and Telecommunications Commission find a solution that would make it possible to rebalance funding for community access programming, in order to guarantee expression by ordinary citizen.

 

Carole Lavallée moved, — That the motion be amended by adding the word “Quebec's” after the words “independent community television” and to add after the word “citizens.” these words “This motion applies to the independent television in Quebec and is not intended to be seen to be supportive of any other models/stakeholders before the CRTC.

Debate arose thereon.

 

After debate, the question was put on the amendment of Carole Lavallée and it was agreed to.

 

The motion, as amended, read as follows:

That pursuant to Standing Order 108(2), that the following be reported to the House at the first opportunity:

That the Committee, like the National Assembly of Quebec, which unanimously adopted a motion to this effect on April 20, 2010, recognize the key role played by Quebec's independent community television in involving different groups in television programming, and that it recommend that the Canadian Radio-television and Telecommunications Commission find a solution that would make it possible to rebalance funding for community access programming, in order to guarantee expression by ordinary citizens. This motion applies to independent community television in Quebec and is not intended to be seen to be supportive of any other models/stakeholders before the Canadian Radio-television and Telecommunications Commission.

 

On motion of Carole Lavallée, it was agreed, — That pursuant to Standing Order 108(2), that the following be reported to the House at the first opportunity:

That the Committee on salutes the courage and determination of Claude Robinson in his fight to ensure recognition of and respect for copyright.

 

Dean Del Mastro moved, — That the Committee hold hearings with officials from the Canadian Broadcasting Corporation regarding the relationship with Mr. Frank Graves and EKOS Research Associates, and Mr.Graves’ relationship with the Liberal Party of Canada.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

At 1:06 p.m., the Committee adjourned to the call of the Chair.
