The Legislative Committee on Bill C-32 met in a televised session at 11:04 a.m. this day, in Room 253-D, Centre Block, the Acting Chair, the Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Charlie Angus, Hon. Maxime Bernier, Peter Braid, Serge Cardin, Dean Del Mastro, Ed Fast, Marc Garneau, Mike Lake, Carole Lavallée, Hon. Dan McTeague and Pablo Rodriguez.

 

Other Members present: Rob Clarke.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: Samuelson-Glushko Canadian Internet Policy and Public Interest Clinic: David Fewer, Director. As an individual: Russell McOrmond.

 

Maxime Bernier read a letter from the Chair, Gordon Brown, announcing his designation as Acting Chair for the meetings this day and on Thursday, March 10, 2011, pursuant to SO 113(4).

 
Pursuant to the Order of Reference of Friday, November 5, 2010, the Committee resumed consideration of Bill C-32, An Act to amend the Copyright Act.
 

David Fewer and Russel McOrmond made statements and answered questions.

 

At 12:07 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carole Lavallée moved, — That the Committee invite Gary Fung, President of IsoHunt, to appear before the Committee to provide his opinion on Bill C 32, An Act to amend the Copyright Act.

Debate arose thereon.

 

By unanimous consent, the motion was withdrawn.

 

At 12:18 p.m., the sitting was suspended.

At 12:21 p.m., the sitting resumed in camera.

 

It was agreed, — That, when arranging witness panels, themes should be observed but emphasis should be given to having three organisations or individuals in each panel.

 

At 12:46 p.m., the Committee adjourned to the call of the Chair.
