The Order was read for the consideration at report stage of Bill C-24, An Act to implement the Free Trade Agreement between Canada and the Republic of Peru, the Agreement on the Environment between Canada and the Republic of Peru and the Agreement on Labour Cooperation between Canada and the Republic of Peru, as reported by the Standing Committee on International Trade with an amendment.

Mr. O'Connor (Minister of State) for Mr. Day (Minister of International Trade and Minister for the Asia-Pacific Gateway), seconded by Mr. Cannon (Minister of Foreign Affairs), moved, — That the Bill, as amended, be concurred in at report stage.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill, as amended, was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. O'Connor (Minister of State) for Mr. Day (Minister of International Trade and Minister for the Asia-Pacific Gateway), seconded by Mr. Cannon (Minister of Foreign Affairs), moved, — That the Bill be now read a third time and do pass.

Presenting Reports from Interparliamentary Delegations

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Angus (Timmins—James Bay), seconded by Mr. Julian (Burnaby—New Westminster), Bill C-398, An Act to amend the Telecommunications Act (Internet neutrality), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Motions

The following motion, standing on the Order Paper in the name of Mr. Ignatieff (Leader of the Opposition), was called and, pursuant to Standing Order 81(4)(b), was deemed adopted, — That, pursuant to Standing Order 81(4)(b), consideration by the Standing Committee on Finance of Votes 1, 5, L10, 20, 25, 30, 35 and 40 under FINANCE in the Main Estimates for the fiscal year ending March 31, 2010, be extended beyond May 31, 2009.


By unanimous consent, it was ordered, — That, in order to attend the Australia-New Zealand Scrutiny of Legislation Conference, four members of the Standing Joint Committee on Scrutiny of Regulations be authorized to travel to Canberra, Australia, in July 2009 and that the necessary staff accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its study of correctional services, mental health and addictions, 12 members of the Standing Committee on Public Safety and National Security be authorized to travel to Saskatoon, Saskatchewan, Kingston, Ontario, Montréal, Quebec and Dorchester, New Brunswick, in June 2009 and that the necessary staff accompany the Committee.


By unanimous consent, it was ordered, — That, notwithstanding the motion adopted on Wednesday, May 6, 2009, in relation to its study on Canada-South America Trade Relations, six members of the Standing Committee on International Trade be authorized to travel to Brasilia and São Paulo, Brazil, in June 2009 and that the necessary staff accompany the Committee.

The House resumed consideration of the motion of Mrs. DeBellefeuille (Beauharnois—Salaberry), seconded by Mr. Bigras (Rosemont—La Petite-Patrie), — That, in the opinion of the House, the government should work with its North American partners to promptly pursue a North American cap-and-trade market with absolute greenhouse gas emission targets based on scientific knowledge, using 1990 as the base year.
