The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Rodger Cuzner, Yvon Godin, Michel Guimond, Hon. Marlene Jennings, Guy Lauzon, Tom Lukiwski, Joe Preston and Marcel Proulx.

 

Acting Members present: Roger Gaudet for Claude DeBellefeuille, Nina Grewal for Paul Calandra, Pierre Poilievre for Scott Reid and Hon. Joseph Volpe for Rodger Cuzner.

 

Other Members present: Hon. Anita Neville and Peter Stoffer.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Sebastian Spano, Analyst.

 

Witnesses: House of Commons: Hon. Irwin Cotler, P.C., M.P., Mount Royal.

 
Pursuant to the Order of Reference of Monday, November 30, 2009, the Committee commenced consideration of the question of privilege relating to mailings sent to the riding of Mount Royal.
 

The Chair withdrew from presiding over the meeting.

 

It was agreed, — That Guy Lauzon be acting Chair for this meeting.

 

Irwin Cotler made a statement and answered questions.

 

At 12:29 p.m., the sitting was suspended.

 

At 12:31 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee reinvite Maurice Vellacott, M.P., to appear before the Committee on Thursday, December 10, 2009.

 

It was agreed, — That the Members of the Committee submit a preliminary list of witnesses for the study on the question of privilege relating to mailings sent to the riding of Mount Royal by Friday, January 15, 2010, and a final list of witnesses by Thursday, January 21, 2010.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet on Tuesday, January 26, 2010.

 

At 12:57 p.m., the Committee adjourned to the call of the Chair.
