The Standing Committee on Public Accounts met in a televised session at 3:33 p.m. this day, in Room 253-D, Centre Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Bonnie Crombie, Meili Faille, Daryl Kramp, Derek Lee, Hon. Shawn Murphy, Andrew Saxton, Bev Shipley, John Weston and Terence Young.

 

Acting Members present: Louis Plamondon for Pascal-Pierre Paillé.

 

In attendance: Library of Parliament: Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Scott Vaughan, Commissioner of the Environment and Sustainable Development; Richard Flageole, Assistant Auditor General; Wendy Loschiuk, Assistant Auditor General; Neil Maxwell, Assistant Auditor General; Hugh McRoberts, Assistant Auditor General.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Wednesday, October 21, 2009, the Committee commenced consideration of the Fall 2009 Report of the Auditor General of Canada referred to the Committee on Tuesday, November 3, 2009.
 

Sheila Fraser and Scott Vaughan made statements and, with Neil Maxwell, Richard Flageole, Hugh McRoberts and Wendy Loschiuk, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of David Christopherson, it was agreed, — That the Committee undertake studies of the following chapters of the Fall 2009 Report of the Auditor General of Canada:

• Chapter 1, "Evaluating the Effectiveness of Programs";

• Chapter 5, "Acquiring Military Vehicles for Use in Afghanistan";

• Chapter 7, "Emergency Management - Public Safety Canada";

• Chapter 8, "Strengthening Aid Effectiveness - Canadian International Development Agency".

 

Meili Faille moved, — That, in the matter of the contract awarded to Brookfield Global Relocation Services in 2009 as part of the Integrated Relocation Program (IRP) — a program whose contracts were reviewed by the Auditor General and found to contain inaccuracies and not to be “tendered in a fair and equitable manner,” as stated in her 2006 report, which was supported by the Standing Committee on Public Accounts and welcomed by the Minister of Public Works and Government Services — the Committee ask the Auditor General to conduct an audit of the Integrated Relocation Program (IRP) as of April 1999, including the tendering and awarding of the 2009 contract, and to present her findings to Parliament.

Debate arose thereon.

 

Andrew Saxton deposited a document entitled "Final Report of the Fairness Monitor", concerning the Integrated Relocation Program.

 

The question was put on the motion and the results of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
