The Standing Committee on Government Operations and Estimates met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Rob Anders, Diane Bourgeois, Patrick Brown, Jean Dorion, Judy Foote, Jacques Gourde, Martha Hall Findlay, Ed Holder, Pat Martin and Yasmin Ratansi.

 

Acting Members present: Brian Jean for Chris Warkentin.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Sylvain Fleury, Analyst.

 

Appearing: Hon. John Baird, Minister of Transport, Infrastructure and Communities; Hon. Rob Merrifield, Minister of State (Transport).

 

Witnesses: Infrastructure Canada: Yaprak Baltacioglu, Deputy Minister, Office of the Deputy Head; John Forster, Associate Deputy Minister, Associate Deputy Minister's Office. Department of Transport: Mary Komarynsky, Assistant Deputy Minister, Programs Group. Department of Finance: Doug Nevison, Director, Fiscal Policy Division, Economic and Fiscal Policy Branch.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study of the economic stimulus package.
 

The Ministers made statements and, with the other witnesses, answered questions.

 

Pat Martin moved, — That Mary Komarynsky, Yaprak Baltacioglu, John Forster and Doug Nevison be summoned to appear before the Committee from 4:30 p.m. to 5:30 p.m. on Thursday, October 29, 2009.

 

The Chair ruled that the motion was in order and that a 48-hour notice was not required since it was a substantive motion relating directly to the business under consideration by the Committee, pursuant to the rule agreed to by the Committee on Tuesday, February 3, 2009.

 

Whereupon, Brian Jean appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 5; NAYS: 4.

 

Debate arose thereon.

 

On motion of Martha Hall Findlay, it was agreed, — That debate on the motion by Pat Martin be postponed until Ministers Baird and Merrifield have completed their appearance.

 

Questioning of the witnesses resumed.

 

By unanimous consent, the motion of Pat Martin was withdrawn.

At 5:06 p.m., the sitting was suspended.

At 5:07 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
