The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Josée Beaudin, Dona Cadman, Ron Cannan, Ed Komarnicki, Yves Lessard, Ben Lobb, Tony Martin, Hon. Maria Minna, Michael John Savage and Maurice Vellacott.

 

Acting Members present: Yvon Godin for Tony Martin, Mark Holland for Raymonde Folco, Andrew Kania for Raymonde Folco and Alexandra Mendes for Raymonde Folco.

 

In attendance: Library of Parliament: André Léonard, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 

Witnesses: Department of Human Resources and Skills Development: Louis Beauséjour, Director General, Employment Insurance Policy, Skills and Employment Branch; Carol McLean, Senior Counsel and Group Head, Legal Services. Service Canada: Philip Clarke, Director General, Benefits Processing.

 
Pursuant to the Order of Reference of Tuesday, September 29, 2009, the Committee resumed consideration of Bill C-50, An Act to amend the Employment Insurance Act and to increase benefits.
 

Louis Beauséjour and Philip Clarke answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

Debate arose theron.

 

At 3:50 p.m., the sitting was suspended.

At 4:00 p.m., the sitting resumed.

 

At 4:12 p.m., the sitting was suspended.

At 4:22 p.m., the sitting resumed.

 

The Committee resumed its clause-by-clause study of the Bill.

 

By unanimous consent, it was agreed, — That the result of the vote on Clause 1 be applied to clauses 2 through 8.

 

Clause 1 carried on the following recorded division: YEAS: Dona Cadman, Ron Cannan, Yvon Godin, Ed Komarnicki, Ben Lobb, Maurice Vellacott — 6; NAYS: Josée Beaudin, Mark Holland, Yves Lessard, Maria Minna, Michael John Savage — 5.

 

Accordingly clauses 2 through 8 were also carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 4:38 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the proposed budget in the amount of $97,450, for the Committee’s travel to Vancouver, Bristish Columbia; Whitehorse, Yukon; Yellowknife, Northwest Territories; Edmonton, Alberta; and Winnipeg, Manitoba, from November 22 to November 28, 2009 related to the study on the federal contribution to reducing poverty in Canada be adopted.

 

It was agreed, — That the proposed budget in the amount of $5,300, for Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians be adopted.

 

At 4:51 p.m., the Committee adjourned to the call of the Chair.
