The Standing Committee on Foreign Affairs and International Development met at 3:29 p.m. this day, in Room 371, West Block, the Chair, Kevin Sorenson, presiding.

Members of the Committee present: Hon. Jim Abbott, Lois Brown, Paul Crête, Johanne Deschamps, Paul Dewar, Peter Goldring, James Lunney, Bernard Patry, Glen Douglas Pearson and Kevin Sorenson.

Acting Members present: Mark Holland for Hon. Bob Rae and Terence Young for Deepak Obhrai.

In attendance: Library of Parliament: James Lee, Analyst ; Melissa Radford, Analyst.

Witnesses: University of Toronto: Stephen Clarkson, Professor, Political Science. As an individual: Carl Grenier, Associate Professor, Department of Political Science, Laval University. University of Ottawa: Donald McRae, Hyman Soloway Professor of Business and Trade law. Canadian Association of Former Parliamentarians: Right Hon. Joe Clark, Former Prime Minister. State of South Carolina - Canada Office: André J. LeBlanc, Managing Director.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 10, 2009, the Committee resumed its study of key elements of Canadian foreign policy.

Stephen Clarkson, Carl Grenier and Donald McRae made statements and answered questions.

At 4:29 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed.

The Right Honorable Joe Clark and André J. LeBlanc made statements and answered questions.

At 5:38 p.m., the Committee adjourned to the call of the Chair.
