The Standing Committee on Environment and Sustainable Development met by videoconference at 11:04 a.m. this day, in Room 214, Wellington Building, the Chair, James Bezan, presiding.

 

Members of the Committee present: James Bezan, Bernard Bigras, Peter Braid, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson and Stephen Woodworth.

 

Acting Members present: Chris Warkentin for Blaine Calkins.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Witnesses: As individuals: Louis Fortier, Scientific Director, Network of Centres of Excellence ArcticNet, Laval University; David Sauchyn, Research Professor, Prairie Adaptation Research Collaborative, University of Regina; John M. R. Stone, Adjunct Research Professor, Department of Geography and Environmental Studies, Carleton University. Department of the Environment: Francis Zwiers, Director, Climate Research Division.

 
Pursuant to the Order of Reference of Wednesday, April 1, 2009, the Committee resumed consideration of Bill C-311, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.
 

John M.R. Stone, Francis Zwiers and Louis Fortier made statements.

David Sauchyn, by videoconference from Regina, Saskatchewan, made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Mark Warawa, it was agreed, — That the Committee approve the operational budget in the amount of $39,650 for its study of Bill C-311.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
