     Honourable members of the committee, I see a quorum.
    We can now proceed to the election of the chair. I am ready to receive motions to that effect.
    The clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor participate in debates.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.
    Are there any motions?
    Mr. Watson.
    I nominate James Bezan for the chair.
    It has been moved by Mr. Watson that Mr. James Bezan be elected chair of the committee.
    Are there any further motions?
    Is it the pleasure of the committee to adopt the motion?
    (Motion agreed to)
    The Clerk: I declare the motion carried and Mr. James Bezan duly elected chair of the committee.

    The Clerk: Before I invite Mr. Bezan to take the chair, we will proceed with the election of the vice-chairs.

    I am now prepared to receive motions for first vice-chair. Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.

    Mr. Trudeau.
    I nominate Mr. Scarpaleggia.
    It is moved by Mr. Trudeau that Mr. Scarpaleggia be elected first vice-chair of the committee.

    It is moved by Mr. Ouellet that Bernard Bigras be elected second vice-chair of the committee.
