The Standing Committee on International Trade met by teleconference at 9:03 a.m. this day, in Room 371 West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Dean Allison, Hon. Scott Brison, Ron Cannan, John Cannis, Serge Cardin, Claude Guimond, Richard M. Harris, Ed Holder, Peter Julian, Lee Richardson and Mario Silva.

 

Acting Members present: Andrew Saxton for Gerald Keddy.

 

Associate Members present: Malcolm Allen.

Pursuant to the Order of Reference of Thursday February 5, 2009, the Committee resumed consideration of Bill C-2, An Act to implement the Free Trade Agreement between Canada and the States of the European Free Trade Association (Iceland, Liechtenstein, Norway, Switzerland), the Agreement on Agriculture between Canada and the Republic of Iceland, the Agreement on Agriculture between Canada and the Kingdom of Norway and the Agreement on Agriculture between Canada and the Swiss Confederation.
 

Andrew McArthur, George MacPherson and Terry Pugh (by teleconference from Saskatoon, Saskatchewan) made statements and answered questions.

At 10:08 a.m., the sitting was suspended.

At 10:14 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

By unanimous consent, Clauses 2 to 5 inclusive carried.

 

On Clause 6,

Ron Cannan moved, — That Bill C-2, in Clause 6, be amended by replacing line 23 on page 3 with the following:

“or by virtue of Part 1 or an order ”

 

After debate, the question was put on the amendment of Ron Cannan and it was agreed to.

 

Clause 6, as amended, carried.

 

By unanimous consent, Clauses 7 to 30 inclusive carried.

 

After debate, Clause 31 carried.

 

Clause 32 carried.

 

On Clause 33,

Peter Julian moved, — That Bill C-2, in Clause 33, be amended by deleting line 17 on page 17 to line 19 on page 19.

 

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 654 of House of Commons Procedure and Practice.

 

The Chair ruled that the following three (3) amendments were consequential to the previous amendment and therefore they were also inadmissible:

That Bill C-2, in Clause 33, be amended by replacing line 20 on page 19 with the following:

“(5) If a reduction under subsection (3)”

That Bill C-2, in Clause 33, be amended by replacing line 25 on page 19 with the following:

“(6) If a reduction under subsection (3)”

That Bill C-2, in Clause 33, be amended by replacing line 31 on page 19 with the following:

“(7) If a reduction under subsection (3)”

 
Peter Julian moved, — That Bill C-2, in Clause 33, be amended by deleting line 8 on page 20 to line 7 on page 22.

 

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 654 of House of Commons Procedure and Practice.

 

The Chair ruled that the following three (3) amendments were consequential to the previous amendment and therefore they were also inadmissible:

That Bill C-2, in Clause 33, be amended by replacing line 8 on page 22 with the following:

“(5) If a reduction under subsection (3)”

That Bill C-2, in Clause 33, be amended by replacing line 13 on page 22 with the following:

“(6) If a reduction under subsection (3)”

That Bill C-2, in Clause 33, be amended by replacing line 19 on page 22 with the following:

“(7) If a reduction under subsection (3)”

 

Whereupon, Peter Julian appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 8; NAYS: 3.

 
Peter Julian moved, — That Bill C-2, in Clause 33, be amended by deleting line 4 on page 23 to line 7 on page 25.

 

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 654 of House of Commons Procedure and Practice.

 

The Chair ruled that the following seven (7) amendments were consequential to the previous amendment and therefore they were also inadmissible:

That Bill C-2, in Clause 33, be amended by replacing line 8 on page 25 with the following:

“(5) If a reduction under subsection (3)”

That Bill C-2, in Clause 33, be amended by replacing line 13 on page 25 with the following:

“(6) If a reduction under subsection (3)”

That Bill C-2, in Clause 33, be amended by replacing line 19 on page 25 with the following:

“(7) If a reduction under subsection (3)”

That Bill C-2, in Schedule 2, be amended by deleting Tariff Item 8902.00.10 to Tariff Item 8905.90.90 on page 44.

That Bill C-2, in Schedule 4, be amended by deleting Tariff Item 8902.00.10 to Tariff Item 8905.90.90 on page 54.

That Bill C-2, in Schedule 6, be amended by deleting Tariff Item 8902.00.10 to Tariff Item 8905.90.90 on page 64.

That Bill C-2, in Schedule 7, be amended by deleting Tariff Item 8901.10 on page 68 to Tariff Item 8906.90.99 on page 70.

 

Whereupon, Peter Julian appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 8; NAYS: 3.

 

Clause 33 carried.

 

By unanimous consent, Clauses 34 to 38 inclusive carried on division.

 

By unanimous consent, Schedules 1 to 7 inclusive carried on division.

 

The Short Title carried on division.

 

The Title carried on division.

 

The Bill, as amended, carried on division.
