The Standing Committee on Agriculture and Agri-Food met at 11:00 a.m. this day, in Room 308, West Block, the Chair, Larry Miller, presiding.

 

Members of the Committee present: Alex Atamanenko, André Bellavance, France Bonsant, Hon. Wayne Easter, Hon. Mark Eyking, Pierre Lemieux, Larry Miller, Blake Richards, Bev Shipley, Brian Storseth and Francis Valeriote.

 

Acting Members present: Steven Blaney for Randy Hoback, Steven Blaney for Pierre Lemieux, Serge Cardin for André Bellavance, Earl Dreeshen for Larry Miller and David Tilson for Randy Hoback.

 

Associate Members present: David Anderson.

 

In attendance: Library of Parliament: Mathieu Frigon, Analyst; Frédéric Forge, Analyst. House of Commons: Jean-François Lafleur, Committee Clerk.

 

Witnesses: Prairie Oat Growers Association: William Wilton, President; John Dawes, Executive Director, Secretary-Treasurer. Western Canadian Wheat Growers Association: Kevin Bender, President; Blair Rutter, Executive Director. Canadian Wheat Board: Ian White, President and Chief Executive Officer; Larry Hill, Chair, Board of Directors. Grain Growers of Canada: Monique McTiernan, Executive Director, Atlantic Grains Council; Richard Phillips, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 24, 2009, the Committee resumed its study of Competitiveness of Canadian Agriculture.
 

The witnesses made statements and answered questions.

 

At 11:45, Mark Eyking took the Chair.

 

At 12:30, Hon. Mark Eyking took the Chair.

 

Earl Dreeshen moved, — That the Canadian Wheat Board provide the full report of the Gibson Capital Review to the House of Commons Standing Committee of Agriculture and Agri-Food by June 1st, 2009.

 

A point of order was raised regarding the procedural admissibility of the proposed motion.

 

RULING BY THE CHAIR

The motion is inadmissible as 48 hours notice was not given.

 

Whereupon, Brian Storseth appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division: YEAS: Alex Atamanenko, France Bonsant, Wayne Easter, Mark Eyking, Francis Valeriote — 5; NAYS: Steven Blaney, Earl Dreeshen, Pierre Lemieux, Blake Richards, Bev Shipley, Brian Storseth — 6.

 

The Committee resumed consideration of the motion of Earl Dreeshen, — That the Canadian Wheat Board provide the full report of the Gibson Capital Review to the House of Commons Standing Committee of Agriculture and Agri-Food by June 1st, 2009.

The debate continued.

 

At 1:05 p.m., the Committee adjourned to the call of the Chair.
