The Special Committee on the Canadian Mission in Afghanistan met in camera at 3:38 p.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Claude Bachand, Rick Casson, Paul Dewar, Hon. Ujjal Dosanjh, Laurie Hawn, Greg Kerr, Francine Lalonde, Dave MacKenzie, Deepak Obhrai, Hon. Bob Rae and Hon. Bryon Wilfert.

 

Other Members present: Jack Harris.

 

In attendance: Library of Parliament: James Cox, Analyst; Christine Kostiuk, Analyst; James Lee, Analyst.

 

Witnesses: Department of National Defence: Kenneth W. Watkin, Judge Advocate General. Department of Justice: Douglas Breithaupt, Director and General Counsel, Criminal Law Policy Section. House of Commons: Rob R. Walsh, Law Clerk and Parliamentary Counsel.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, October 29, 2009, to consider the business of the Committee and agreed to make the following recommendations:

That, in accordance with the two motions adopted by the Committee on Wednesday, October 28, 2009, a series of five thematic panel meetings be held on the subject of Sections 37 and 38 of the Canada Evidence Act and the transfer of Afghan detainees, beginning on Wednesday, November 4, 2009; with the possibility of having, in certain cases, two meetings a week when necessary; and that the following witnesses be invited to appear before the Committee as part of this study, subject to their availability:

It was agreed, — That the Fourth Report of the Subcommittee on Agenda and Procedure be adopted.

 

At 3:44 p.m., the sitting was suspended.

 

At 3:53 p.m., the Committee resumed sitting in public.

 
Pursuant to the Order of Reference of Tuesday, February 10, 2009, and the two motions adopted by the Committee on Wednesday, October 28, 2009, the Committee commenced its study of the transfer of Afghan detainees from the Canadian Forces to Afghan authorities, as part of its consideration of the Canadian mission in Afghanistan.
 

BGen Kenneth W. Watkin and Douglas Breithaupt made statements and, with the other witness, answered questions.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
