The Special Committee on the Canadian Mission in Afghanistan met in a televised session at 3:39 p.m. this day, in Room 237-C, Centre Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Claude Bachand, Rick Casson, Paul Dewar, Laurie Hawn, Greg Kerr, Francine Lalonde, Dave MacKenzie, Hon. Bob Rae and Hon. Bryon Wilfert.

 

Acting Members present: Peter Braid for Deepak Obhrai, Mark Holland for Hon. Bob Rae and Hon. Anita Neville for Hon. Ujjal Dosanjh.

 

In attendance: Library of Parliament: James Cox, Analyst; James Lee, Analyst.

 

Appearing: Hon. Stockwell Day, Minister of International Trade.

 
Pursuant to the Order of Reference of Tuesday, February 10, 2009, the Committee resumed its study of Canada's mission in Afghanistan.
 

The Minister made a statement and answered questions.

 

At 4:34 p.m., the sitting was suspended.

At 4:38 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 4:40 p.m., the sitting was suspended.

At 4:40 p.m., the Committee resumed sitting in public.

 

Claude Bachand moved, — That the Committee review the laws, regulations and procedures governing the transfer of Afghan detainees from the Canadian Forces to Afghan authorities, including sections 37 and 38 of the Canada Evidence Act; and that the Committee report its findings and recommendations to the House of Commons.

 

Paul Dewar moved, — That the motion be amended by adding, after the word “Commons.”, the following; “; and invite, including but not limited to, Peter Tinsley, Chair of the Military Police Complaints Commission; Richard Colvin, diplomat; Captain Steve Moore, Canadian Forces Marshall; and General Hillier to discuss concerns regarding the Military Police Complaints Commission hearings”.

Debate arose thereon.

 

Bryon Wilfert moved, — That the amendment be amended by adding, after the word “Hillier” and before the words “to discuss”, the following: “; David Mulroney; Michel Gauthier; Colleen Swords; General David Fraser; Minister Peter MacKay; and Minister Gordon O'Connor”.

Debate arose thereon.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
