At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Item No. 1 in the order of precedence, standing in the name of Mr. Breitkreuz (Yorkton—Melville), was called and, not having been proceeded with, in accordance with Standing Order 94(2)(c), was dropped from the Order Paper. (Private Members' Business C-301)

Mr. Laforest (Saint-Maurice—Champlain), seconded by Mr. Lessard (Chambly—Borduas), moved, — That, in the opinion of the House, securities regulation falls under the exclusive jurisdiction of Quebec and the provinces and that, therefore, the federal government should reject, once and for all, the idea of creating a single securities regulator for all of Canada, thereby respecting the unanimous will of the National Assembly of Quebec.

Debate arose thereon.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Strahl (Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians), seconded by Mr. Hill (Leader of the Government in the House of Commons), Bill C-41, An Act to give effect to the Maanulth First Nations Final Agreement and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to give effect to the Maanulth First Nations Final Agreement and to make consequential amendments to other Acts”.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Nicholson (Minister of Justice), seconded by Mr. Hill (Leader of the Government in the House of Commons), Bill S-4, An Act to amend the Criminal Code (identity theft and related misconduct), was read the first time and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, when the House begins debate on the second reading motion of Bill C-41, An Act to give effect to the Maanulth First Nations Final Agreement and to make consequential amendments to other Acts, a Member from each recognized party may speak for not more than ten minutes, after which the Bill shall be deemed to have been read a second time and referred to a Committee of the Whole, deemed considered in Committee of the Whole, deemed reported without amendment, deemed concurred in at report stage and deemed read a third time and passed.

Q-152 — Mr. Julian (Burnaby—New Westminster) — With regards to the $33 billion Building Canada plan announced in Budget 2007: (a) what are the total federal funds committed for expenditure, as well as the amount effectively spent, to Canadian municipalities, through the Building Canada plan, per year, since its inception; (b) who are the recipients of these funds, what is the breakdown for every province and territory, as well as the criteria used for allocating these funds; and (c) what are the changes to the allocation criteria in Budget 2009? — Sessional Paper No. 8555-402-152.
