M-15 — October 16, 2007 — — That, in the opinion of the House, the government should consider the profound health implications caused by the mining, production, sale, and export of asbestos in all its forms and therefore should: (a) take concrete steps to officially ban the mining, production, sale, use, and export of all types of asbestos and asbestos products; (b) support and encourage independent medical research to facilitate improved diagnosis and treatment of asbestos-related diseases; (c) undertake a comprehensive, nation-wide asbestos abatement program to help in the costs to test for and remove asbestos when found in residential, commercial, institutional, and industrial buildings including those on military bases and Indian reserves; (d) provide transition measures for employees affected by the ban on asbestos including early retirement, training, and other bridging measures to accommodate re-entry to the workforce; and (e) join the United States and other countries and declare the first day of April to be Asbestos Disease Awareness Day.

M-175 — October 16, 2007 — — That, in the opinion of the House, the government, acting through its Minister of Finance, should undertake consultations with the partner signatories to the agreements covered by the Bretton Woods and Related Agreements Act so that these agreements may be amended to include respect for human rights as an integral part of the terms of reference of the International Monetary Fund and the World Bank, and so that their policies respond to improvement or deterioration in respect for human rights.

M-176 — October 16, 2007 — — That, in the opinion of the House, with regard to the Chinese Head Tax and Chinese Exclusion Act, the government should: (a) apologize and issue a letter of acknowledgment to recognize the suffering of individual Chinese Canadians, their families and the entire Chinese Canadian community that resulted from this legislation, including the emotional and financial hardship and the forced separation of families; (b) award individual financial redress of a minimum amount of $21,000 per certificate to surviving Head Tax payers or to their surviving spouses and of a minimum of $10,000 per certificate to surviving first generation children if the Head Tax payer and spouse is deceased; and (c) implement a community or collective redress focusing on projects related to the experience of the Head Tax payers and families and which respects the principles of transparency, accountability and the strong participation of the Chinese Canadian community.

M-177 — October 16, 2007 — — That, in the opinion of the House, the government should: (a) continue to condemn Iranian President, Mahmoud Ahmadinejad, for his ongoing antisemitic declarations; (b) lead a united global effort aimed at convincing Iran to immediately halt its imprisonment, torture and execution of minors and other citizens for their religious and ideological beliefs such as members of the Baha'i faith; (c) call immediately for the release of Mansour Osanloo, President of the Syndicate of Workers of the Tehran and Suburbs Bus Company, in prison since December 22, 2005, and Iranian prisoner of conscience Valiollah Feiz-Mahdavi; (d) work with the international community to convince Iran to negotiate in good faith and to participate in open and constructive dialogue to end its pursuit of nuclear material enrichment; (e) pressure Iran to immediately release Canadian scholar and human rights advocate Ramin Jahanbegloo; and (f) continue to demand justice in the murder and torture of Canadian citizen Zahra Kasemi.

M-258 — October 16, 2007 — — That, in the opinion of the House, the government should accept the nine recommendations made to the Minister of National Defence and the Chief of the Defence Staff by the National Defence and Canadian Forces Ombudsman in “Heroism Exposed: An Investigation into the Treatment of 1 Combat Engineer Regiment (CER) Kuwait Veterans (1991)”, calling upon the government to: (a) formally recognize the exemplary service of personnel of 1 CER in Kuwait; (b) review the medical files of all 1 CER members who served in Kuwait to ensure they reference the environment in that theatre; (c) create a hotline to resolve the concerns of 1 CER members who served in Kuwait; (d) ensure that it has the ongoing ability to produce complete and accurate lists of all personnel deployed on each mission; (e) put a form in the medical file of each deployed individual that would contain reference to every deployment in which that individual has served; (f) ensure that the medical file of each deployed individual contains reference to any environmental exposure he or she has sustained in the course of each deployment; (g) encourage individuals to file Declaration of Injury or Illness Forms to record environmental exposures; (h) review its current standard questionnaire with a view to better address occupational health issues; and (i) take concrete steps to build a culture of trust with respect to environmental exposure and the health of its personnel.

M-276 — October 16, 2007 — — That, in the opinion of the House, the government should take immediate steps to address the student debt crisis in Canada while enhancing accessibility and quality of post-secondary education, by: (a) adequately increasing federal transfers for post-secondary education that would enable every province to freeze or roll back tuition as well as re-invest in areas to enhance quality according to its particular needs and the needs of its students; (b) enhancing the current federal student loan remission program by simplifying and increasing eligibility, and by increasing the amount by which debts can be reduced; (c) creating a comprehensive federal student grant system to offset Canada student loans in every year of study and increase access for low- and middle-income students; (d) increasing the funding for such a federal student grant system by reallocating all expenditure for the Canada Education Savings Program, the Textbook Tax Credit, and the Canada Millennium Scholarship Foundation upon its expiry in 2009; (e) overhauling the Canada student loan system, in consultation and collaboration with the provinces and territories and student organizations, to be more flexible, fair, and responsive to the needs of student borrowers; (f) enacting a Canada post-secondary education act to ensure stable federal funding and enshrine the principles of accessibility, quality, academic freedom, and universality for Canadian students in a public, not-for-profit post-secondary education system; and (g) restoring full funding for the Summer Career Placement Program, while expanding the scope of the program’s targeting to include at-risk youth and communities, not-for-profit employers and employers in rural and low-employment areas, students facing economic barriers to post-secondary education (rural, aboriginal, and low-income), and students with student loans.

M-277 — October 16, 2007 — — That, in the opinion of the House, the government should take immediate steps to address the approaching expiry of the Canada Millennium Scholarship Foundation (CMSF), by: (a) immediately and formally announcing that the mandate of the CMSF will not be renewed; (b) rolling the full amount of the current CMSF budget into a national system of needs-based grants administered by Human Resources and Social Development Canada (HRSDC), with a long-term funding commitment from the government, fully implemented for the 2009-2010 academic year; (c) instructing HRSDC to complete a full study of the CMSF experience no later than January 31, 2008, to determine and implement any best practices and lessons learned in order to enhance access to post-secondary education and reduce student debt; and (d) undertaking consultation and negotiation with the provinces and territories in the 2008 calendar year to ensure that the new national grant system meets the particular needs of their students and does not lead to the clawback of existing provincial and territorial student aid programs.

M-370 — October 16, 2007 — — That, in the opinion of the House, the government should amend the Criminal Code to recognize that taking unfair advantage of a vulnerable senior represents an aggravating factor which warrants stiffer sentences for those convicted of defrauding a senior.

M-371 — October 16, 2007 — — That, in the opinion of the House, the government should establish a new Officer of Parliament to be the “Physician General of Canada” to guide and advise seniors and other Canadians on important healthcare issues, healthy lifestyle choices, healthy nutrition, proper use of medication, appropriate exercise and to make other recommendations to promote good health and well being.

M-372 — October 16, 2007 — — That, in the opinion of the House, the government should, in collaboration with the provinces and territories, develop and implement a Canada-wide public education campaign to inform Canadians about the growing prevalence of discrimination on the basis of age within our society, and how we all can help to identify and correct the problems.

M-373 — October 16, 2007 — — That, in the opinion of the House, the government should develop and adopt a “Bill of Rights for Seniors” to serve as a guide for public policy development affecting seniors and to serve as a lens through which all existing legislation which affects seniors can be examined to ensure that the best interests of seniors are being served.

M-374 — October 16, 2007 — — That, in the opinion of the House, the Minister of Human Resources and Social Development should take all steps required to amend or adjust current legislation so that those individuals, including widowers and their children, who do not presently qualify for Canada Pension Plan (CPP) survivor's pension and children's benefits because of not having enough qualifying years of CPP contributions, will be able to accept donations of years of CPP contributions from their immediate family members or other individuals so that they can qualify and improve their quality of life for themselves and their family members as a result.

M-375 — October 16, 2007 — — That, in the opinion of the House, the Minister of Veterans Affairs should take all necessary steps to reverse the elimination of benefits enacted by the government in 1995 which affected all allied veterans, and should take all necessary actions including, but not limited to, introducing amendments to the War Veterans Allowance Act so as to restore access to war veterans' allowance payments to allied service veterans, who did not reside in Canada at any time during their service when they began serving with an allied force, or who resided outside of Canada at any time after February 1996, and that the Minister of Veterans Affairs should take all necessary actions to effectively communicate with those allied veterans and to their associations in Canada on what benefits they are, and are not, entitled to.

M-376 — October 17, 2007 — — That, in the opinion of the House, the government should recognize the growing segment of seniors in our society by establishing the cabinet position of “Secretary of State for Seniors” to be the principal advocate for seniors issues.

M-377 — October 17, 2007 — — That, in the opinion of the House, the government should acknowledge that the persistent use of phosphates by residential, commercial, and agricultural users is having a negative effect on our rivers, lakes, estuaries and aquatic eco-systems by taking all regulatory and legislative steps necessary to prohibit and curtail the use of phosphates in all detergents, soaps, fertilizers and other products manufactured, imported or sold in Canada.

M-378 — October 17, 2007 — — That, in the opinion of the House, the government should restate its commitment to eradicating child poverty as its primary social policy objective and put in place concrete steps and legislative measures to achieve this goal by the year 2015.

M-379 — October 17, 2007 — — That, in the opinion of the House, the government should: (a) recognize that water exports are not part of NAFTA; (b) prohibit the use, transfer, and sale of Canadian bulk water; and (c) develop a water strategy committed to research, water monitoring and data collection for the purposes of inventory, quality monitoring and depletion.

M-380 — October 17, 2007 — — That, in the opinion of the House, the government should change the title of the Department of Foreign Affairs to the Department of Peace, and that the mandate of its minister should be redefined to specify that the pursuit and promotion of international peace are the primary objectives and purposes of the department.

M-381 — October 17, 2007 — — That, in the opinion of the House, the government should enact a regulation pursuant to the Canadian Environmental Protection Act, respecting the phosphorus content in dishwasher detergent sold in Canada that would limit phosphorus content to 0.5 per cent by weight to come into effect in July 2010.

M-384 — October 22, 2007 — — That, a special committee of the House be created to study and develop recommendations needed for Canada's manufacturing industry and report back to the House: (a) identifying the manufacturing industry as a strategic sector for economic development; (b) reviewing the causes and consequences of manufacturing job loss; (c) reviewing ways to strengthen Canada's manufacturing sector; (d) detailing a comprehensive set of economic, fiscal, monetary, and trade policies that will both strengthen domestic manufacturing industry and protect manufacturing jobs; and (e) enumerating the improvements needed in the bankruptcy laws, wage protection, transition programs, training programs, relocation programs, employment insurance benefits and pension laws to ensure that workers are protected during job loss.

M-385 — October 23, 2007 — — That, in the opinion of the House, the government should require that no person shall sell an alcoholic beverage in Canada unless the container in which the beverage is sold carries the following visible and clearly printed label: “WARNING: (1) Consuming alcoholic beverages during pregnancy may cause birth defects; (2) Consumption of alcoholic beverages impairs your ability to drive a car or operate machinery, and may cause health problems.”.

M-386 — October 25, 2007 — — That the House urge the Governor in Council to obtain by means of a referendum, pursuant to section 3 of the Referendum Act, the opinion of the electors of Canada on whether the Senate should be abolished; and, that a message be sent to the Senate requesting that House to unite with this House for the above purpose.

M-391 — October 31, 2007 — — That, in the opinion of the House, the government should immediately call upon the British Government to amend the Act of Settlement of 1701 to remove from it all discriminatory references on the basis of religious affiliation recognizing that: (a) the Charter of Rights and Freedoms grants all Canadians equal benefit of the law regardless of religion; (b) the succession of Heads of State of Canada should not remain governed by the British Act of Settlement of 1701; and (c) the Act of Settlement of 1701 should not exclude Roman Catholics (“Church of Rome”) from ascending to the throne.

M-392 — November 1, 2007 — — That, in the opinion of the House, the government, through the Minister of Finance, should hold consultations with the signatories to the agreements subject to the Bretton Woods and Related Agreements Act, with a view to amend these agreements to include respect for human rights as an integral part of the mandate of the International Monetary Fund and the World Bank, to ensure that the policies developed by these organizations take account of their effect on increasing or decreasing the respect for human rights.

M-393 — November 1, 2007 — — That, in the opinion of the House, the government should provide the necessary funding to allow Canada Post to expand its list of items eligible for free shipping in Canada to meet the needs of persons with ambylopia, which would include franking privileges for mail items including large-print books and other services.

M-394 — November 8, 2007 — — That, in the opinion of the House, the government should show its solidarity with the Burmese democratic movement by: (a) invoking the Special Economic Measures Act to prohibit persons and corporations in Canada or Canadians outside Canada (i) from dealing in property of Myanmar, (ii) from exporting, selling or shipping goods to Myanmar, (iii) from transferring technical data to Myanmar, (iv) from importing or acquiring goods from Myanmar, (v) from providing or acquiring any financial or other services to or from Myanmar; and (b) prohibiting vessels flying the Myanmar flag from coming to Canada unless in case of emergency.

M-395 — November 13, 2007 — — That, in the opinion of the House, the government should amend the Canadian Passport Order so that: (a) a competent authority be enabled to make a refusal or cancellation request to the Minister of Foreign Affairs in relation to a person that is suspected on reasonable grounds to either pose a danger to the health or physical safety of other persons or interfere with the rights of a child (whether in Canada or a foreign country) as set out in the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography; (b) if a competent authority makes a request under this amendment, then the Minister may refuse to issue the person a Canadian passport or revoke the Canadian passport previously granted to the person; and (c) the parameters of a competent authority be established in the Canadian Passport Order.

M-396 — November 15, 2007 — — That, in the opinion of the House, the government should apply a full exemption from the Goods and Services Tax to all purchases made by the boards of education in Canada.

M-397 — November 15, 2007 — — That, in the opinion of the House, the government should: (a) consider the BC Ferries system as part of the Trans-Canada Highway and an essential transportation link in Canada; and (b) provide a doubling of BC Ferries core funding.

M-407 — November 21, 2007 — — That, in the opinion of the House, the Department of National Defence should ensure that all returning Canadian Forces members who have been in combat situation be assessed for post-traumatic stress disorder one to two months after returning from the theatre of operations.

M-408 — November 21, 2007 — — That, in the opinion of the House, the government should designate in each and every year, the last week in October as "national epidermolysis bullosa awareness week" throughout Canada and to raise awareness of this serious and debilitating genetic disease.

M-412 — November 22, 2007 — — That, in the opinion of the House, the government should take action to promote the intergenerational transfer of farms by implementing the following measures: (a) increasing the allowable capital gains deduction for agricultural property from $500,000 to $1 million, exclusively for transactions as a result of which a farm remains in operation; (b) extending application of the rules governing rollovers to all members of the immediate family under 40 years of age; (c) setting up a farm transfer savings plan that would enable farmers to accumulate a tax-sheltered retirement fund; (d) make the rules governing property ownership more flexible so that young farmers can obtain a larger share of a residence held by a company and use their registered retirement savings plan to acquire an agricultural enterprise; and (e) transfer a recurring envelope to the government of Quebec and the other provinces for encouraging young people to go into farming.

M-413 — November 22, 2007 — — That, in the opinion of the House, the government should respect the legislation passed by the National Assembly of Quebec and formally undertake not to intervene during the next referendum on Quebec’s sovereignty, in particular by undertaking not to spend money, directly or indirectly, on advertising during the Quebec referendum campaign.

M-416 — November 27, 2007 — — That the House call on the government to convene a task force comprised of representatives of the federal government, the provinces and territories, scientists, legal experts and representatives of citizen watershed management groups, to examine gaps in current provincial and federal legislation and regulations aimed at prohibiting bulk exports of water; and that should this task force not reach consensus in 18 months on additional measures needed to close gaps in the present legal and regulatory regime in Canada aimed at protecting freshwater from bulk export, the government introduce legislation to prohibit major inter-basin transfers of water in Canada.

M-417 — November 29, 2007 — — That, in the opinion of the House, the government should make the following improvements to the Canada Access Grant program: (a) extend eligibility to students who have not completed their first program of study; (b) eliminate the exclusion of mature students; (c) include all student fees, including ancillary fees, in the grant calculation; (d) extend eligibility for grants in the lesser amount of assessed need, 50% of student fees, or $3,000 to all students in receipt of Canada student loans; (e) increase the grant amount for low-income students to the lesser of assessed need, 100% of student fees, or $7,000; (f) implement an escalator to increase the maximum grant amounts according to the annual increase in average student fees as calculated by Statistics Canada; (g) create targeted grants for students from rural and aboriginal backgrounds; (h) ensure the right to alternative payments for comparable programs to any province or territory that wishes to receive such payments; and (i) undertake negotiations with the provinces and territories to ensure that no existing student assistance programs are clawed back as a result of these improvements.

M-418 — November 29, 2007 — — That the House regard what is happening in Darfur as genocide.

M-419 — November 29, 2007 — — That the House request that the Standing Committee on Transport, Infrastructure and Communities convene hearings to develop recommendations for the revision of the Motor Vehicle Safety Act, the Motor Vehicle Safety Regulations, and Motor Vehicle Transport Act, to improve safety for cyclists.

M-420 — December 4, 2007 — — That, in the opinion of the House, the government should initiate changes to the Canada Pension Plan (CPP) that would waive the mandatory four-month waiting period for CPP disability pension benefits in cases where the qualified applicant has been diagnosed as being terminally ill.

M-421 — December 4, 2007 — — That, in the opinion of the House, the government should: (a) consider the Accord Between the Government of Canada and the Voluntary Sector when making decisions that affect volunteers and volunteering; (b) recognize the key partnership role that it must assume in ensuring a strong volunteer base; (c) recognize the essential nature and value that volunteers make in our society; and (d) develop a comprehensive strategy to support and encourage volunteering.

M-422 — December 5, 2007 — — That, in the opinion of the House, the government should introduce tax incentives to support and encourage the use of car sharing co-operatives and programs, in local communities, based on the principles of sustainability and the reduction of harmful emissions and congestion.

M-423 — December 5, 2007 — — That, in the opinion of the House, the government should take full responsibility for Statistics Canada's error in its calculations of the Consumer Price Index, in the period of 2001-2006, and reimburse all Old Age Security, Guaranteed Income Supplement and Canada Pension Plan recipients the full amount owed as a result of the error.

M-424 — December 5, 2007 — — That, in the opinion of the House, Statistics Canada should publish corrected figures of the Consumer Price Index for the period of 2001-2006.

M-425 — December 6, 2007 — — That, in the opinion of the House, the government should: (a) acknowledge that the indigenous people of Darfur have been subject to genocide and crimes against humanity through the concerted actions of the Government of Sudan and militias known as the Janjaweed; (b) concur in and endorse Resolution 1556 (2004) of the United Nations Security Council; (c) acknowledge that the Government of Sudan has not entered into compliance with Resolution 1556, intentionally to destroy, in whole or in part, the indigenous people of Darfur, having regard to their race; and (d) make a substantial financial contribution to the air and ground transportation needs of the African Union/United Nations hybrid force (UNAMID) tasked to stop the genocide in Darfur.

M-426 — December 6, 2007 — — That, in the opinion of the House, the government should respond specifically to the challenges faced by Canadians with rare diseases and disorders, and the initiative put forward by the Canadian Organization for Rare Disorders by: (a) establishing the definition for serious rare disorders as those with a prevalence of less than 1 in 2000 Canadians; (b) examining the feasibility of a national “Chance for Life Fund” equivalent to 2% of the total annual public drug expenditure to be designated for therapies for rare disorders; (c) considering the establishment of a multi-stakeholder advisory body, including treaters and patients, to recommend treatment access for life-threatening or serious rare disorders, based on scientific standards and social values; (d) considering the establishment of centres of reference for specific rare disorders, comprised of national and international experts, who will develop criteria for treating patients based on scientific evidence and patient impact and provide on-going surveillance into the real-world safety and effectiveness of these treatments on individual and group basis; (e) considering options to provide incentives through orphan drug regulation and policy, to assure Canadian organizations and researchers are motivated to conduct research and development into treatments for rare and neglected disorders; (f) supporting internationally accepted standards for conduct of clinical trials in rare disorders appropriate for the challenges inherent to very small patient populations; (g) considering ensuring that Health Canada’s progressive licensing framework provide appropriate support to the design of clinical trials for very small patient populations and appropriate review of evidence submitted from these trials; and (h) reporting the progress accomplished to the House within six months.

M-427 — December 11, 2007 — — That, in the opinion of the House, the government should designate September of each year as Ovarian Cancer Awareness Month.

M-428 — December 12, 2007 — — That, in the opinion of the House, the government should: (a) introduce legislation prohibiting the supply to unlicensed manufacturers of raw materials and equipment used in making tobacco products; (b) revoke the licenses of manufacturers that are acting unlawfully; (c) introduce an effective package marking system know as “tracking and tracing” to closely monitor tobacco shipments; (d) work with the United States federal government to shut down illegal cigarette manufacturing operations on the United States side of Akwesasne; and (e) establish a minimum bond of at least five million dollars in order to obtain a federal tobacco manufacturing license.

M-429 — January 24, 2008 — — That, in the opinion of the House, the government should address the needs of women by creating a Women's Advocate to: (a) conduct public education and awareness initiatives on the rights of women; (b) ensure that all new or revised policies and programs affecting women receive public input from women; (c) require that all new policies and programs affecting women are announced with specific timelines for implementation; and (d) act as an Ombudsman for women with respect to all government services and programs making recommendations as appropriate and that this Women's Advocate publish and report annually to Parliament on government policies and programs affecting women, including the effectiveness of federal funding related to the needs of women.

M-430 — January 24, 2008 — — That, in the opinion of the House, it is a conflict of interest to have both the Canadian Nuclear Safety Commission and Atomic Energy of Canada Limited reporting to the Minister of Natural Resources, and the government should change the designation of the Minister under Nuclear Safety and Control Act to that of the Minister of the Environment.

M-431 — January 24, 2008 — — That, in the opinion of the House, the government should: (a) recognize and acknowledge that artists contribute greatly to the social, cultural and economic well-being of Canada; (b) take note that, in other countries such as Ireland, income earned by artists, writers, performers and creators of art is exempt from income tax; and (c) give consideration to exempting up to $50,000 of annual income earned by artists, writers, creators, and performers who work in Canada's cultural industries.

M-432 — January 24, 2008 — — That, in the opinion of the House, the government should introduce a national fitness initiative: (a) implementing concrete measures to improve fitness especially among children, youth, seniors and those with disabilities; (b) promoting healthy activities such as walking, swimming and cycling to prevent illness, curb rising health care costs and promote social inclusion; and (c) working with other levels of government as well as the Federation of Canadian Municipalities to provide sustained investment, specifically in fitness infrastructure such as soccer fields, swimming pools and cycling and walking paths.

M-433 — January 24, 2008 — — That, in the opinion of the House, the government should recognize that 'Made in Canada' matter whether in manufacturing, natural resources processing, services or in the arts and that measures to actively promote 'Canadian Made', such as procurement strategies, education campaigns, and fair trade provisions, mean more jobs for Canadians, less inequality, more taxes paid in Canada, and a stronger economy.

M-434 — January 24, 2008 — — That, in the opinion of the House, the government should promote a national tax policy for the arts which would support and enhance the ability of individual artists to pursue careers in the arts and introduce income tax legislation that would: (a) deem artists to be independent contractors for income tax purposes; (b) permit income averaging for artists income; and (c) implement a tax credit for parents who enroll their children in arts programs.

M-435 — January 24, 2008 — — That, in the opinion of the House, the government should address the current import safety crisis by: (a) reviewing and fixing existing trade deals that limit the ability of safety agencies to inspect imported food and products; (b) requiring importers of record to post a safety bond to ensure accountability for recalls and defective products; (c) giving authority under the Food and Drug Act and the Consumer Packaging and Labelling Act to examine and approve the regulatory systems of our trading partners as meeting Canadian safety standards before imports from a country can enter the Canadian market, and ensuring that they have the adequate authority to effectively halt imports; (d) implementing country-of-origin labelling (COOL) on meat, fruits and vegetables and requiring COOL on processed foods and ingredients; (e) authorizing mandatory recall authority; (f) improving the collection, analysis, sharing and delivery of all pertinent information with respect to all relevant sources; and (g) imposing meaningful civil penalties for violators.

M-436 — January 28, 2008 — — That, in the opinion of the House, the government should, on a priority basis, initiate the development and implementation of a national infectious disease strategy to include a national (i) surveillance system, (ii) inventory of experts and expert information, (iii) human resources plan to identify and address skill shortages, (iv) microbiology laboratory network, (v) emergency capacity to meet potential surges in emergency treatment needs, (vi) communications capacity to transmit vital information to the public in a timely way.

M-437 — January 28, 2008 — — That, in the opinion of the House, a statue of the Right Honourable Pierre Elliot Trudeau should be erected on the grounds of the Parliament Hill precinct within the next two years.

M-438 — January 28, 2008 — — That, in the opinion of the House, the government should enact regulations to eliminate the dumping of any waste from all vessels traveling in Arctic waters.

M-439 — January 28, 2008 — — That, in the opinion of the House, the government should recognize the impact on human lives of climate changes, such as some countries being submerged and other areas being ravaged by drought or the disappearance of the drinking water table, and others by various events caused by climatic change producing up to an estimated 600 million potential refugees and immigrants and should create a category of Environmental Immigrant and Refugee to the present immigration and refugee system.

M-440 — January 28, 2008 — — That, in the opinion of the House, the government should modify its policy on Arctic sovereignty and rename the waterway now known as the ''Northwest Passage'' as the ''Canadian Arctic Passage'' and that all future Canadian-produced maps and text books, government and other documents that label and make reference to the passage recognize the renaming of the Arctic waterway as the ''Canadian Arctic Passage''.

M-441 — January 28, 2008 — — That, in the opinion of the House, the government should recognize the growing trade opportunities, greater cultural and diplomatic ties with Mongolia and instruct the Department of Foreign Affairs and International Trade to establish a consul office in that country.
